RESOLUTION NO. 1385
A RESOLUTION OF THE PLANNING COMMISSION
RECOMMENDING TO THE CITY COUNCIL THE
ADOPTION AND IMPLEMENTATION OF AN ACTIVE
ANNEXATION POLICY
WHEREAS the incorporated limits of Tustin are a patchwork
Of irregular protrusions, isolated unincorporated islands, and
streets of multi-jurisdiction, and
WHEREAS, the efficiency of governmental services dictates
regular and defined boundaries with fixed identity for the
purpose of emergency services and community identity, and
WHEREAS, the City resident shares in the cost of inefficient
service, be it by the County or municipal services, and the con-
trol and services to County islands are of concern to the %oral
community,

recommends to the City Council the adoption and implementation
of the following annexation policy:
1. The City shall, at the request of a majority of
property owners, initiate action to annex to the
City any area within the Sphere of Influence that
is contiguous to the existing City boundaries.
2. The immediate boundaries of the City of Tustin
shall be promoted to encompass, in addition to
the present incorporated limits, from the lots
abutting Irvine Boulevard to-the southerly
lerimeter of the Sphere of Influence.
3. By means of neighborhood meetings, promotiona].
materials explaining the costs and benefits of
annexation, and the support of agencies and
individuals, the City of Tus%in will actively
pursue and encourage the anne:<a~io~ of island
areas and schedule eiec%ions u.pon determination
of majority support.
4. In further support of the annexation of County
islands, citizen advisory commissions shall be
used to
