The Planning Commission finds and determines: (a) That Final Map No. 7846 has.been filed by Jac: D. McClean for the property located at the we~ side of Prospect Avenue, opposite Carlsbad and running westerly to Anglin Lane. (b) That said Final Map is substantially in con- . formance with Tentative Tract No. 7846 as , 8 approved on May 22, 1972 and amended on August 28, 1972. 9 .(c) That'said Tract is in conformance with the 10 Tustin Area General Plan. o 11 2. The Planning Commission hereby recommends to the Cit 12 Council, approval of Final Tract ~ap 7846 subject to the following 15 conditions: 14 (a) Easements Shall be granted as shown on the map, .! with a 56-foot width for street right-of-way 15 with 36-foot curb to curb distance and 10-foot 16 17 18 19 20 Zl 24 26 28 parkways on interior streets conformJ, ng with Anglin Lane west of the tract. (b) Adequate underground conduit street lighting shall be provided on Prospect Avenue and inter-' ior tract streets and annex entire proper'ty to Tustin Lighting District° (c) All public improvements, sewers, drainage 'faCilJ . ities and appurtenances shall be constructed to City standards and approved by the City Engine~- Design of the sewer system especially shall be closely coordinated 'with the City Engineer 'and the Flood Control District to avoid conflict with their proposed facilities. (d) Ail public utilities shall be installed under- ground in conformance with accepted standards of utility companies. No additional poles shall be set within the property or adjacent street right-of-way° (e) Street trees shall be provided and planted in accordance with City Ordinances and policies to include a permanent irrigation system. (f) Water system and public sewers shall be pro- vided to serve all lots.. (g) Adequate drainage facilities shall be provided to serve the tract at the south end of the in- terior "B" Street unless other~4ise adequately served by proposed Flood Control facilities. 1 4 § 6 ? 8 9 10 11 14 16 17 18 19 · .. (h) Those segments cf existing irrigation lines con- flicting with or endangered by any proposed con-~ Struction shall be removed and relocated or collapsed and backfilled, or otherwise made to conform to the speci.fications of the City of Tustin Building Code or to the satisfaction of the City Engineer and the irrigation line owner. (i) Minimum street grades within the tract must be reviewed with and approved by the City Engineer. (j) The developer shall provide all street name signs, traffic signs, barricades and similar. traffic control devices as required by the City Engineer. (k) Dedication of vehicular access' 'rights to Pros- pect Avenue will be provided, except at street intersections. (1) Construction of a 6' 8" masonry wall along the north line' of lots 18 through 21 for flood p_rotection together with a lockable gate across the open drainage channel at Prospect Avenue. (m) Installation of a masonry wall along the Pros- pect.Avenue frontages of lots 1, 2, and 21, the design of which shall be subject, to the review and approval of the Development Preview Commis- · sion. (n) Ail fire hydrant locations and numbers as well as size of supply line shall be subject to re- view and approval by the Fire Chief. (o) .Provision for a cul-de-sac turning area shall be| provided for the terminus of Laurinda Way. (P) Development Plans for structures on lots 1, 2, 3, 4 and 21 should be submitted to the Develop- ment Preview Commission for approval as related to walks, street scape and driveway locations.
