A RESOI,UTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN, RECOMMENDING REZONING ON APPLICATION
ZC-73-1 OF HARRIET O. ENDERLE BY MESSRS. HAMER AND
CARPENTER
The Planning Commission of the City of Tustin does hereby
resolve as follows:

1. The Planning Commission finds and determines:
a) That a proper application (No. ZC-73-1) has been
filed on behalf of Harriet O. Enderle by Messrs.
Hamer and Carpenter for a zone change from the
R-1 (Single-Family) District to the Pr(Professional)
District of the property described in Exhibit "A"
attached hereto and incorporated herein 'by this
reference as though set forth herein in full.
b) That a public hearing was duly called, noticed and
held on said application.
c) That a zone change should be granted for the follow-;
..
ing reasons:
1), The site is inappropriate for single-family
development due to the limited depth of the lot
and proximity of the noise and adverse effects
of the freeway and Yorba Street.
2) Professional office buildings will be compat]~iel
with adjoining residential properties.
; ·
3) The applicant has indicated building plans wiun
two-story structures, perimeter landscaping, ;
parking to the rear of the structure at a ratio
of one parking space per each 250 square feet
of floor area, and limited curb cuts to the
satisfaction of the City Engineer.
d) Development of subject property shall be in accord-
ance with the policies adopted by the city Council,
Uniform Building Codes as administered by the Build-,
ing Official, Fire Code as administered by the Fire
Chief, and street improvement requirements as ad-
, ministered by the City Engineer.
'e) Final development plans shall require the review
and approval of the Development Preview Commission
and Planning Commission.
f),._ There is no conflict with the Conservation Element
of the General Plan.
g) An amendment to the Land Use Element of the General
Plan has been initiated by the Planning Commissi~
to bring subject parcel into conformance.
2. The Planning Commission hereby recommends to the City
Council approval of zone change application No. ZC73-1 from the R°I
(Single-Family) District to %he Pr (Professional) District, subject
1 to the condition that the City of Tustin shall have abandoned all

publib interest in the property or any portion thereof, and pre-
cise survey maps shall be submitted to deliniate the subject par-
cels.
3. As a further condition of development, the following
requirements are specified
a) Dedication of 20 feet of additional street right-
of-way in accordance with the Master Plan of Arter-
ial Highways.
b) Construction of full street improvements on the
entire frontage of the development, including curb
and gutter, sidewalk, street pavement, the installa-
tion of sewers to serve the development and the
installation of street trees.
c) Annexation of the property to the Tustin Street
Lighting District and the installation of street
lights complete with underground conduit.
PASSED AND ADOPTED at a regular meeting of'the Planning
Commission, held on the 26th day of February, 1973.
