HomeMy WebLinkAboutPC RES 1309 1 Z 4 § 6 ? 8 9 10 11 12 14 15 16 17 18 19 20 21 22 24 25 26 28 29 50 51 RESOLUTION No. 1309 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN RECOMMENDING TO THE CITY COUNCIL APPROVAL OF TEN- TATIVE TRACT No. 7979 OF THE U.S. DEVELOPMENT CORPORATION · The Plannin'g Commission of the City of Tustin does hereby resolve as follows: · 1. The Planning Commission finds and determines as follows: a) A proper application was filed by the U.S. Develop- ment Corporation for the approval of Tentative Tract 7979, being a portion of Annexation No. 7lA to the City of Tustin on December 14, 1971, with said area consisting of 26.7 acres, housing 278 d.._u., of 72 acres authorized a density of 10.5 dwelling units per acre. ~b) c) Said tentative tract map is in substantial confor- mance with approved neighborhood plan. Said tentative tract is in conformance with the Open Space-Recreation-Conservation Elements of the Tustin Area General Plan. d) Proposed development shall be in accordance with policies adopted by City Council, uniform building codes administered by the Building Official, Fire Code as administered by _the Fire Chief, and street improvement requirements as administered by the City Engineer. e)' Final development plans shall require review and approval of the Dev~elopment Preview Commission. 2. The Planning Commission hereby recommends to the Ci'ty Council approval of Tentative Tract No. 7979 and 278 residential lots and three common area lots subject to the following: a) Conformance to all of the requirements of the Pre- zoning Ordinance and the "Neighborhood Development Plan." b) Dedication of public streets and easements within the tract as shown on the map. c) Provide sufficient storm drainage facilities to prevent any nuisance water 'from flowing more than 1000 feet over the surface on any public street. Provide hydraulic calculations for the entire development to substantiate the design of necessary on-site and off-site drainage facilities 'and construc~ these facilities to the satisfaction of the Ci.ty Engineer. e) The developer shall provide all street name signs, · traffic signs, barricades and similar traffic control devices as required by the City Engineer. 1 4 § 6 ? 8 9 10 11 12 15 14 1§ 16 17 18 19 20 21 2~ 24 25 26 2? 28 29 f) Provide water system and public sewers to serve all lots, together with any easements necessary for these facilities to the servicing agencies. Water service shall be provided by the City of Tustin or its duly appointed agent. g) Installation of all utilities underground in all phases of the development with no additional ~ overhead poles to be set within the property or ~ adjacent street right-of-way. This shall include provisions for underground Cable television service having capabilities as approved by the City. h) The Covenants, Conditions and Restrictions for- the tract, as well as the by-laws of the Community Association, shall be submitted to the City Attorney for review and approval prior to recording of the final.map. (Review and approval shall not apply to any of the financial relations of the Association.) ±) Installation of full street improvements on all public streets and rights-of-way within the tract including curb and gutter, sidewalk, paving, cross gutters, and underground conduit street lighting. This shall include annexation of the entire tract to the Tustin Lighting District. All items being constructed to the satisfaction of the City Engineer.. j) Landscaping plans for the entire tract shall be submitted to the Development Preview Commission for their review and approval. k) Dedication of vehicular access rights across the northerly line of .the tract and to future Jamboree Boulevard to the City of Tustin. 1) Dedication of easements to conform with proposed sidewalks when outside of public street right-of-way. m) ~) o) p) Construction of a masonry wall along the easterly side of the railroad right-of-way from the southerly to the northerly line of the tract and along the entire northerly line. Materials and design of said wall shall be subject to approval of the Development Preview Commission. Construction of a wrought iron or other decorative fence or wall along the right-of-way line of future Jamboree Boulevard. Design of said fence or wall shall be subject to approval of the Development Preview Commission. Those segments of existing irrigation lines con- flicting with or endangered by any proposed con- struction shall be removed and relocated or collapsed and backfilled or otherwise made to conform to the specifications of the City of Tustin Building.Code or to the satisfaction of the City Engineer and the irrigation line owner. Minimum street grades within the tract must be re- viewed with and approved by the City Engineer. · Z $ 4 § 6 ? 8 9 10 11 14 15 16 17 18 19 Z0 Zl Z4 · ~0 51 q) All fire hydrant locations and numbers as well as .size and design of supply line shall be subject to review and approval by the Fire Chief. ~ r) Include Jamboree Boulevard and off-ramp within tract and offer to dedicate same to City for street purposes or enter into a separate agreement to this effect satisfactory to the City Attorney.
