A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN, RECOMMENDING REZONING ON APPLICATION OF
ZC-72-234 FROM R-3 AND C-1 DISTRICTS TO THE P & I
(PUBLIC AND INSTITUTIONAL) DISTRICT FOR THE CIVIC
CENTER SITE

The Planning Commission of the City of Tustin does hereby
resolve as follows:
1. The Planning Commission finds and determines:
a)
Th~ta proper application (No. ZC-72-234) has been
filed on behalf of the City of Tustin for a zone
change from the R-3 and C-1 Districts to the P & I
(Public and Institutional) District of the property
described in Exhibit "A" attached hereto and incor-
porated herein by this reference as though set forth
herein in full.
b) That a public hearing was duly called, noticed and
held on said application;
c) That a zone change should be granted for the follow-
ing reasons:

Subject property has been'approved for develop-
ment as a civic center by a 70% majority of the
electorate.
d)
The Public and Institutional District has been
determined as the appropriate land use classi-
fication for the proposed site developments.
Development of subject property shall be in accord-
ance with the policies adopted by the City Council,
Uniform Building Codes as administered by the Build-
ing Official, Fire Code as administered by the Fire
Chief, and street improvement requirements as admin-
istered by the City Engineer.
e) Final development plans shall require the review and
approval of the Development preview Commission.
f)
The development of.subject property as a civic cen-
ter is in conformance with adopted elements of the
General Plan, including the Conservation-Recreation-
Open Space Element and proposed developments would
have a trivial effect upon the environment.
2. The Planning Commission hereby recommends to the City
Council approval of zone change application No. ZC-72-234 from the
R-3 and C-1 Districts to the P & I (Public and Institutional) Dis-
trict, subject to the filing of a Use Permit indicating precise de-
velopment plans for all or a portion of the site.
