UP-72-388, OF GEORGE ARGYROS · The Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Planning Commission finds and determines as follows: °a) That a proper application (No. UP-.72-388) was filed on behalf of George Argyros for a Use Permit, to permit a six months dis~i~y of promotional banners and flags in the parkway area, for the purpose of advertising vacancies at the VillaoViento Apart- ments. b) That a public hearing was duly called, noticed and held on said application; c) That establishment, maintenance and operation o~ the use applied for will, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by'the following findings: 1. That approval of such a request could set an undesireable precedent throughout the City; 2. That the Sign Ordinance permits ample time (30 days per quarter) for such displays; 3. That once First Street is fully improved to its ultimate right-of-way, there will be no substan- tial sight distance improvements from the pre- sent situation, relative to exposure of this apartment development; and, · · 4. The Cit~ Council has previously granted the temporary relocation of the large, free-sta~dingl sign for this complex to ~he parkway, public right-of-way, which provides ample identifica- tion for traffic on First Street. ~d) That the establishment, maintenance and operation of the use applied for will be injurious of detri- mental to the property and improvements in the neigk~ borhood of the subject'property, and to the general welfare of the City of Tustin, and should be denied. 2. The Planning Commission hereby denies a Use Permit, as applied for, to permit a six months display of promotional banners and flags in the parkway area, for the purpose of advertising va- cancies at the Villa Viento Apartments.
