UP-71- 373, OF WESTERN MORTGAGE CORPORATION. The~Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Planning Commission finds and determines: a) That a proper application (NO..UP-71-373) was filed on behalf of Harriet Enderle and Arthur F. Vanden- berg by Western Mortgage Corp. pursuant to the re- quirements of Ordinance No. 486 and Ordinance No. 488 to authorize the development of a commercial and professional office building center on the property described in Exhibit "A" attached hereto and incorporated herein by this reference as though set forth herein in full. · b) That a public hearing was duly called, noticed and held on said application; c) That establishment, maintenance and operation of th use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the persons residing or working in the neighborhood of such proposed use, evidenced by the following findings: (1) The property is proposed to be segregated from adjoining residential properties by perimeter walls, landscaping and street system, and the location of structures on the parcel are not detrimental to persons a~d properties within the area. d) That the establishment, maintenance and operation ol the use applied for will not be injurious or. detri- mental to the property and improvements in the neighborhood of the subject property, nor to the general welfare of the City of Tustin, and should be granted. e) Proposed development shall be in accordance with the development policies adopted by the City Counci Uniform Building Codes as administered by the Building Official, Fire Code as administered by the Fire Chief, and street improvement requirements as administered by the City Engineer. 2. The Planning Commission hereby approves the general concept of Use Permit UP-71-373 as applied for, illustrated by Exhibit "B",indicating those areas not a part of concept aDproval,~ subject to the preparation of precise plot plans to be reviewe~ by the Development Preview Commission and submitted to the Planning mission for final approval with said plans accommodating the following conditions and criteria: 2 § ? 8 9 10 11 12 14 15 16 17 18 19 20 21 22 2~ 24 28 26 27 28 29 ~0 ~2 a) The precise designation of all inter.~.or streets to serve tho area and an agreement satisfactory to the City Engineer and City Attorney for dedic,~ tion and/or improvement. Said circula~aion patt,~. to include street design specifications encom?.~. right-of-way width, sidewalks, street trees, islands,lighting, driveway locations, turning a~ parking lot design. b) The relationship of the prooosed project to all other existing and proposed-developments within the area as to traffic circulation, buffering ant compatibility. c) Perimeter landscaping by berms or landscaped wa'~ for street scape. d) Elevation of structures. e) Access from 17th Street and Yorba Street. f) Circulation for the bank drive-in window. g) Total signing. h) Location of the buildings on the parcels. i) Location, design and traffic pattern for the proposed service station. j) The location of on-site water mains and fire hydrants as approved by the Fire Chief. k) Evidence of satisfaction of those terms and conf'~- tions as recommended by the City Engineer.
