A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN GRANTING A USE PERMIT ON APPLICATION NO.
UP-71-370, OF EDDY MEREDITH.
The Planning Commission of the City of Tustin does hereby
resolve as follows:
1. The Planning Commission finds and determines as follows[
a) That a proper application (No. UP-71-370) was filed~
on behalf of Eddy Meredith for a Use Permit to
allow the development of a Business Park in the
PC District pursuant to the provisions of Ordi-
nance No. 507 on the property located on the south-'
east corner of Prospect and 17th Street described as
a certain parcel, beginning at a point 68.10
chains north of the southeast corner of the allot-
ment of land set apart to Teodocia Yorba in the
original partition of said Rancho by Decree of the
District Court of the Seventeenth Judicial District
in and for the County of Los Angeles, State of
California, in the year 1868; thence north 9.64
chains; thence east 10.02-1/2 chains; thence south
9.96-1/2 chains; thence west 10.02-1/2 chains to
the place of beginning, excepting therefrom the
north 25 feet included within 17th Street.
b) That a public hearing was duly called, noticed and
held on said application;
c) That establishment, maintenance and operation of
the use applied for will not, under the circum-
stances of this case, be detrimental to the health,
safety, morals, comfort or general welfare of the
persons residing, or working in the neighborhood of
such proposed use, evidenced by the following
findings:
(1) Protection shall be afforded to the pea. ce and
quiet of adjoining properties by the provisio~
of perimeter walls and landscaping.
(2) An adequate distance shall be maintained betwe~-
existing residential units and proposed
structures to assure compatibility of use.
(3) The character of the proposed use is compatib!~
with existing and proposed development within
the area.
d) That the establishment, maintenance and operation of
the use applied for will not be injurious or detri-
mental to the property and improvements in the
neighborhood of the subject property, nor to the
general welfare of the City of Tustin, and should
be granted.

the development policies adopted by-the City Cc~

2. The Planning Commission hereby grants a Use Permit f~'
the staged construction of five office buildings, in accordanc.~!i
with the plot plan and elevations as submitted and approved as
part hereof, subject to the following conditions:
a) Dedication of an additional 15 feet of street
of way on Prospect Avenue and 10 feet on 17th
plus a standard "corner cutoff", in accordance
the Master Plan of Arterial Highways.
b) The installation of full street improvements to i~
clude sidewalk, street trees, and street lighting
with underground conduit on 17th Street and
Prospect Avenue; to include paving and curb and
gutter for Prospect Avenue frontage, with the add~
proviso that said street improvements shall be r<~
quired in conjunction with the first phase of
struction for only those portions to the wester'
side of the main 17th Street driveway and to
northerly side of the main Prospect Avenue drive:?
with full improvements to be made in conjunctio;~
with the construction of the second building.
c) Annexation of the entire property to the Tustin
Street Lighting District.
d) Relocation or removal of irrigation facilities as
necessary for proposed on-site and street
'construction.
e) Approval of drainage and grading plans for the
entire site by the City Engineer and Building
Official prior to the issuance of a building permi.~:-
f) The providing of electrical service to the site
from other than that requiring additional poles
either on the site or adjoining street right-of-,~;av
g) The providing of four additional fire hydrants
serve the property as approved by the Fire Chief,
with hydrants to be supplied by a circulatory wa~.~
system connected to Prospect Avenue and 17th Str.

The construction of a perimeter wall of design,
location, and height as shall be specifically
approved by the Development Preview Commission,
with such wall and appropriate perimeter land-
scaping to be completed prior to occupancy of
the first phase of construction on the site.

The Development Preview Commission is hereby dele-
gated specific authority, within the guidelines
and intent of the Planned Community District Regu-
lations to: modify on-site parking accommodations
to provide necessary landscaping; designate and
approve appropriate signing for the total site;
review and approve internal circulation and parkinc
lot lay-out; designate on-site improvements re-
quired in conjunction with phased development; and ;
to review development plans at each phase of con-
struction for compliance with the general condition~
and concepts of this Resolution and the specific
design criteria of the Development Preview Commissi~z
PASSED AND ADOPTED at a~ regular meeting of the Planning
Commission, held on the 13th day of December, 1971.
