RESOLUTION NO. 1240
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TUSTIN, RECOMMENDING PREZONING (PZ-71-126)
AND AMENDMENT TO THE TUSTIN AREA GENERAL PLAN ON
APPLICATION OF THE COMMISSION.
The Planning Commission of the City of Tustin does
hereby resolve as follows:
1. The Planning Commission finds and determines:
a) That a proper application (PZ-71-126) has
been filed by the Commission on its own beh~
to establish a Planned Community Prezone and
amendment to the Tustin Area General Plan
the property generally bounded by the Santa
Ana Freeway to the northeast; Myford Road tc
the southeast; the Santa Fe Railroad main
and the Moulton Parkway to the southwest;
the Santa Fe Venta Spurliae to the northwest.
b) That a public hearing was duly called, noticei
and held on said application on September 27,
1971, and continued to October 11, 1971 for

from the property owners and interested citize!%
c) The provisions of educational facilities to
serve the area are a matter of discussion
and cooperation between the Irvine Company
the Tustin School District.
d) The provisions of water and sewer are matter
of separate negotiations between servicing
districts and suppliers.
e) That said prezoning and General Plan Amendmen~
should be granted for the following reasons:
1) Subject area is within the sphere of in-
fluence of the City, is a logical extens[''
of the limits of the City of Tustin; and
is programmed for staged development in
six identifiable neighborhoods.
2) The denSity of the total area is con-
sistent with the general development st..~
ards of the total Tustin community.
3) The Planned Community Zoning District
applicable to subject property to afford
opportunity for flexibility of design
encourage quality design amenities.
f) Development of subject property shall be in
accordance with the policies adopted by the
City Council, Uniform Building Codes as admi
istered by the Building Official, Fire Code
as administered by the Fire ChJ. ef, and strew.

g) Final development plans shall require ~he revi.e
and approval of the Development Preview Com-
mission.
2. The map and text of development criteria identified
as Irvine Planned Community District Regulations, Walnut Village
West, City of Tustin are referenced hereby and incorporated herein
aS though set forth in full.
3. The Planning Commission hereby recommends to the
City Council approval of prezone application No. PZ-71-126 and
amendment to the Tustin General Plan' for subject properties from the
Orange County A-1 (Agricultural) and A-R (Agricu,ltural Residential)
Districts to the City of Tustin P-C (Planned Community) District,
subject to the following conditions:
a) Annexation to the incorporated limits of the
City of Tustin.
b) The submission to the Planning Commision of
neighborhood development plans prior to the
submission of subdivision tract maps, with
said neighbor.hood plans indicating:
1) The alignment and standards of major
streets and traffic circulation.
2) Open space reservations and means of
buffering against adverse environmental
factors.
3) Location of public facilities to include
parks and schools.
c) Applications for residential and school buildin'.
permits within said area shall contain a certi-
fication that proposed developments are sound
attenuated to an acceptable noise level of
below 80 PMdb.
PASSED AND ADOPTED AT a regular meeting of the Planning
