RESOLUTION NO. 1234
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN, RECOMMENDING THE ADOPTION OF A PUBLIC
AND INSITUTlONAL OR "P&I" DISTRICT.
The Planning Commission of the City of Tustin does
hereby resolve as follows:

1. The Planning Commission finds and determines:
a) That a proper application was initiated by the
Planning Commission, on its own motion, to amend
Ordinance No. 157, the Zoning Ordinance, as
amended, by the addition of a district classifi-
cation of Public and Institutional or "P&I"
District.
b) That a public hearing was duly called, noticed
and held on said application;
c) That the adoption of proposed district and the
classification of public and quasilpublic land
uses would be of benefit to the city in the
visual and graphic representation of the uses
and authorized uses of property for other than
the standard classifications of residential,
commercial and industrial districts.
2. The Planning Commission hereby recommends to the City
Council the amendment of SeCtion 3.000 and Section 4.16 of Ordinance
·
No. 157, the Zoning Ordinance, as amended, to establish a Public
and Institutional or "P&I" District, basically as herein delineate~
to read:
PUBLIC AND INSTITUTIONAL OR "P&I" DISTRICT
a. Purpose of District:
The purpose of thi~ district shall be to identify by
classification on the Zoning Map those properties within
the City that are used or authorized for public, quasi-
public and institutional use; in tax exempt status, open
space reservation, public recreation, and miscellaneous
uses distinct from the standard classifications of residential
commercial and industrial.

b. Permitted Uses'.
In the Public and Institutional District (P&I), subject
to the filing and approval of a Use Permit, none but the
following use or uses, which in the opinion of the Planning
Commission are similar, will be allowed, exemplified by th,~
fo. llowing list:
1) Churches 10) Open Space Reservations
2) City Hall 11) Parks
3) Civic Center 12) Playgrounds
4) Community Center 13) Post Offices
5) Federal, State, County, 14) Public Parking
District Office Bldgs. 15) Recreatioh Centers (public)
6) Hospitals 16) School Administration
7) Libraries Offices
8) Lodges and Clubs 17)' Schools, public
9) Military Installations 18) Social Halls
c. Development Standards:
The development standards and requirements for development
and changes in use shall be those contained in the general
section of this chapter and as specified and approved by
the Planning Commission as conditions of the Use Permit.

d. Reclassification:
Conversion of any public or quasi-public use established
in th~ P&I District to private use shall require a rezonina
and classification action.
