RESOLUTION NO. 1227
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN, RECOMMENDING FOR REZONING ON APPLICATION
NO. ZC-71-226 OF JOHN H. AND JEANNE P. SIEGEL.
The Planning Commission of the City of Tustin does
hereby re'solve as follows:
1. The Planning Commission finds and determines:
a) That a proper application (No. ZC-71-226) has
been filed by John H. and Jeanne P. Siegel for
a Zone Change from the R-3 (1600) (Multiple-
Family) District to the P-C-C (Planned Commu-
nity - Commercial) District of Portion "A" of
the property described in Exhibit "A" and to
C-1 (Retail Commercial) District of Portion
of the property described in Exhibit "B".
Exhibits "A" and "B" are attached hereto and
incorporated herein by this reference as though
set forth herein in full.
b) That a public hearing was duly called, noticed
and held on said application.
¢) That a zone change should be granted for the
following reasons:
1) That the requested rezoning is appropriate
to uses and zoning in the general area;
2) That it is commensurate with the indications
of the General Plan; and,
3) That the health, safety, and general welfare
of an adjacent multiple-family residential
development can be assured by any develop-
ment of Portion "A" having to conform to
approved precise plans..
d) Development of subject property shall be in
accordance with the policies adopted by the
City Council, Uniform Building Codes as admin-
istered by the Building Official, Fire Code as
administered by the Fire Chief, and street
improvement requirements as administered by
the City Engineer.
e) Final development plans shall require the
review and approval of the Development Preview
Commission. ~
2. The Planning Commission hereby recommends to the
City Council approval of Zone Change application No. ZC-71-226
from the R-3 (1600) (Multiple-Family) District to the P-C-C
(Planned Community - Commercial)District on Portion "A" and to
the C-1 (Ret, ail Commercial) District of Portion "B", subject to
the following conditions:

a) The approval and recordation of a Parcel Map; and,
b) That precise plans for the development of Portion "A"
shall be submitted to and'approved by the Develop-
ment Preview Commission and Planning Commission,
prior to the issuance of any Building Permit.

PASSED AND ADOPTED at a regular meeting of the Planning
Commission, held On the 9th day of August, 1971.

Commencing at a point in the center of First Street said
point being North 89° #5' East 927.60 feet from the South-
west corner of the Allotment No. I to Leonor Yorba de
Rowland by final decree of partition of Rancho Santiago
de Santa Ana rendered Sept. 12, 1868; thence North O0°
o~' West 522.72 feet; thence North 89° #5' East parallel
to First Street 257.4 feet to the Northeast co~ner of
land conveyed to W. S. Thomson by Deed recorded January
12, 192~ in Book 506, page 59 of Deeds, Records of Orange
County, California, said Northeast corner being also in
the Westerly line of Tract No. 6617, as shown on a map
recorded in book 262, pages 49 and 5o, Miscellaneous
Maps, records of Orange County, California; thence South
along the East line of said land conv~yed to W. S. Thomson
and said Westerly line of Tract No. 6617 and its Southerly
prolongation, 522.72 feet to the center of First Street;
