RESOLUTION NO. 1222
A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TUSTIN, RECOMMENDING PREZONING ON APPLI-
CATION PZ-71-128 ON THE MOTION OF THE PLANNING
COMMISSION ON BEHALF OF JAY ANDREWS.
The Planning CommiSsion of the City of Tustin does
hereby resolve as follows:
1. The Planning Commission finds and determines:
a) That a proper application (No. PZ-71-128) has
been filed on behalf of Jay Andrews for a pre-
zone change from the County E-4 "Residential
Estate" District to the City of 'Tustin PC
"Planned Community - Sing'le Family Residential"
District, on the property which fronts approxi-
mately 160 feet on the east side of Prospect
Avenue, approximately 182 feet south of the
center line of Theodora Drive, is approximately
1180 feet in depth, and consists of approxi-
mately 6.7 acres of land.
b) That a public hearing was duly called, noticed
and held on said application:
c) That a prezone change should be granted for the
following reasons:
1) That due to the size of the parcel involve~:~:
the requested increased dwelling unit dens.
from the E-4 to the PC R-1 District would not
prove detrimental to the surrounding area;
2) That similar single-family densities exist
on the opposite side of Prospect Avenue; and
3) The Tustin Area General Plan indicates Pros-
pect Avenue as being a transition divider
between medium low density and medium densit'
single-family residential .developments.
d) Development of subject property shall be in ac-
cordance with the policies adopted by the City
Council, Uniform Building Codes as administered
by the Building Official, Fire Code as adminis-
tered by the Fire Chief, and street improvement
'requirements as administered by the City
Engineer.
e) Final development plans shall require the review
and approval of the Development Preview
Commission.
2. The Planning Commission hereby recommends to the Ci
Council approval of prezone change application No. PZ-71-128 from
the County E-4 (Residential Estate) District to the City of Tustin
(Single-Family Residential) District, subject to the following
conditions:

a) Submission and approval of a Subdivision Map,
which is in comformance with the minimum lot
width and area requirements of the R-1 (Single-
Family Residential) District;
b) Submission and approval of precise plans of
development for individual lots, which shall be
in conformance with the site development stan-
dards of the R-1 District; and,
c) The above precise plans to also include: the
design of the proposed bridge across the Orange
County Flood Channel, with this design 'being
subject to the combined final approval of the
Orange COunty Flood .Control District and the
City of Tustin Development Preview Commission;
the architectural and. landscaping treatment of
the entrance to the subdivision; and, the design
of some form of emergency vehicular access to
Prospect'Avenue from the westerly end of the
subdivision.
PASSED AND ADOPTED at a regular meeting of the Plannin~
~ommission, held on the 14th day of June, 1971.
