The Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Planning Commission finds and determines: a) That a proper application (No. Z.C. 71-222) has been filed by motion of the Planning Commission on behalf of Alexander E. Sandorf for a zone change from the 100-C-2-10,000 (Central Com- mercial) District to the R-3 (Multiple-Family Residential) District of the property described in Exhibit "A" attached hereto and incorporated herein by this reference as though set forth herein in full; b) That a public hearing was duly called, noticed and held on said application; c) That a zone change should be granted for the following reasons: 1) Subject property is presently developed with a 92-unit apartment complex and is non-conforming in use and structure, and 2) Subject rezoning action would accurately re- flect and bring into conformance, those existing uses and structures. 2. The Planning Commission hereby recommends to the City Council approval of zone change application No. Z.C. 71-222 from the 100-C-2-10,000 (Central Commercial) District to the R-3 (Multiple- Family Residential) District.
