A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TUSTIN, CALIFORNIA, IN CRITIQUE OF THE
AMENDMENTS TO THE IRVINE GENERAL PLAN

Whereas, on March 19, ,
Irvine General Plan was submitted to the Orange County
Planning Commission for analysis and subsequent hearings
and,
Whereas, upon filing, a copy of the Plan was made
available to the City of Tustin Planning Commission for
review and comment prior to,the scheduled public hearing,
and,
Whereas, the Planning Commission and City Council by
Resolution (70-32) expressed its concern over the proposed
Plan limits and the territorial integrity of the sphere of
influence of the City of Tustin, and these matters of con-
cern were duly noted resulting in an amendment to the
incorporation boundaries of~ithe~ proposed City of Irvine,.
and, ,~ ,
Whereas, on November .5, 1970, a week prior to the
scheduled hearing, the Tustin Planning Commission has
re, ceived substantial additional amendments to the Irvine
G~heral Plan which pose posSible concerns to the City' of
Tus tin,
Now Therefore Be It Resolved that the Planning Commission
of the City of Tustin hereby finds;
1. Amendments and changes to the Plan that were
not previously discussed and agreed upon,
with such changes having a possible adverse
impact upon the City.
2. The Plan, in part, is contra to the Tustin
Area General Plan as approved and adopted by
the Board of Supervisors of Orange County
and the City Council of Tustin in 1966.
3. Specifically, revisions to the Circulation
Element that may have less than a desirable
effect upon the TUstin community, particularly
as related to the north-south thruway on the
Jamboree road alignment and the east-west
major arterials, Without adequate dispersion
of traffic, other than through the Tustin area.

4. The magnitUde of the proposed changes have
an impact of such significance as to warrant
a 60 day delay in formal consideration to
enable the Tustin Planning Commission to
make positive rather than critical analysis
of the Irvine General Plan and to provide an
opportunity to review the final report of
the Orange County Planning Staff.
PASSED AND ADOPTED at a regular meeting of the Tustin
Planning Commission held on the 9th day of November, 1970.
