The Planning Commission finds and determines: a) That a proper application (No. V.. 69-262)was filed by DONALD H. McMAINS on behalf of PHILIP ~. GRISET for a variance to permit enlargement of an existing non-conforming drive in food establish- ment on the property described in Exhibit A at- tached hereto. b) That a public hearing was duly called, noticed and held on said application. .13 14 15 16 17 18 19 ~0 21 22 23 24 25 27 28 29 30 31 32 C) That the adjustment hereby authorized will not constitute a grant of special privilege inconSist- ent with the limitations upon other properties in the vicinity and district in which the subject property is situated. d) That because of special circmmstances appliczble to the subject property, including size, shape, topography, location or surroundings, the strict application o~ the Zoning Ordinance will deprive subject property of privileges enjoyed by other properties in the vicinity and under identical zone classification. 2.
