OF THE CITY OF TUSTIN, CALIFORNIA,
RECOMMENDING REZONING ON APPLICAITON
NO. ZC 69-197 OF NANCY LASHELLE AND

NO. ZC-69-197 OF NANCY LaSHELLE AND
ROBERT ASi-B{ORTH
The Planning Commission of the City of Tustin,-California,
does hereby resolve as follows:
1. The Planning Commission finds and determines as
follows:
a) That a proper application (ZC-69-197) was
filed on behalf of Nancy LaShelle and Robert
Ashworth to rezone from the R-1 (Single
Family District) to the PC district (Planned
Community District) to permit establishr~ent
of a PreSchool and Private Elementary School
on the private property described in the
Exhibit "A" attached hereto.
b) That a Public hearing was duly called, noticed
and held on said application.
c) That the proposed use is a good use for the
subject property which is unusually shaped
and is l~ocated between the Newport Free.~ay
and a secondary highway.
d) That the proposed plans provide for screening
of outside activities from existing residence
and provide adequate off-street parking facili-
ties.
e) That success of the applicants' facility has
proved the need for the requested facility
in the community.
f) That said rezoning should be granted.
2. The Planning Commission recommends that said property
be rezoned from the R-1 (Single Family District) to the PC (Planned
Community) District subject to the following conditions:
a) Compliance with Regulations of Title 19 of
the California Administrative Code (Public
Safety), Uniform Fire Code, and other City
Ordinances which establish a minimum degree
of fire and life safety.

b) Grantin9 of twenty feet of additional street
right-of-way in accordance with the Master
Plan of Arterial I~ighways.
C) Installation of all missing street improve-
ments including pavement, curbing, gutters,
street lights, sidewalks and street trees.
d) Modification of any existing irrigation
facilities as necessary to permit construction
of street improvements.
e) Submission and approval of the parcel map to
create the parcel.
f) Installation of 'any additional utilities or
utility service connection underground to
conform with the surrounding developments.
g) Approval of revised plot plan, landscaping
plan and elevation by the Architectural
Committee.
h) Provisions for off-street parking at the
rate of one space for each staff member plus
one additional space for each eight students
based upon the maximum capacity at each stage
of development.
i) -Outdoor play area shall be screened from
surrounding properties by a 6'8" high solid
wall or fence as approved by the Architectural

PASSED AND ADOPTED at a regular meeting of the Planning
Commission of the City of Tustin, California, held on the 25TH
day of JUNE 1969
