HUSTON, CITY MANAGER TO: ADMINISTRATIVE SERVICES FROM: CONSENT,CALENDAR NO. �5'-93. *Si-i Inter-Com 4 ADOPTED RESOLUTION NO. 93 -as SUBJECT: RESOLUTION #93-25, CLASSIFICATION PLAN AMENDMENT 5�o,a RECOMMENDATION: To approve Resolution #93-25, which adds the position of Property and Evidence Technician to the City's Classification Plan by amending the Classification Plan adopted by Resolution #84-63. BACKGROUND: At the March 1, 1993 meeting, Council directed the City Manager to execute the Memorandum of Understanding (MOU) with the Tustin Municipal Employees Association. One of the provisions of the MOU states that the City shall establish this new classification. It is now necessary to establish this classification in order to comply with the provisions of the MOU. COST IMPLICATIONS: The Property and Evidence Technician will be set at the same salary level as the Records Clerk Position which has similar minimum qualifications and equivalent level of responsibility. Annually, this will add $438 to the 1992-93 budget to promote the incumbent from E -step Property Aide to C -step Property and Evidence Technician effective January 1, 1993. 66a��- co-w� Bettie Correa Senior Personnel Analyst BMC2:CONRPT9315 • CITY OF TUSTIN • Property And Evidence Technician Definition Under general supervision of the Property Officer, work involves initial contact with the public in person or by phone, responsibility for various aspects of handling and processing property and evidence for the Police Department, and purchasing, issuing and maintenance of equipment and supplies. Example of Duties Filing and maintaining records, computer data entry, typing various reports and forms using typewriter and word processing equipment, book property and evidence, transport evidence and hazardous compounds to County facilities and driver's licenses and license plates to State Department of Motor Vehicles, purging of property and evidence, preparing items for auction, drugs and weapons for destruction, requisitions and equipment for new hires, and monthly report of unit mileage, taking and processing fingerprints, purchasing and stocking of department supplies, copy calls from log tape for court subpoenas and complaint requests, coordinating activities with other functions of the police department, and other related duties. MINIMUM QUALIFICATIONS Education/Experience Any combination of experience and training equivalent to graduation from high school including classes in typing, data entry, and office procedures, and experience in a position requiring frequent public contact. Knowledge of office practices and procedures, business telephone terminology and techniques, record keeping procedures, basic mathematics, English spelling and grammar, reception techniques and filing systems. Skill in Typing at a corrected speed of 40 w.p.m.; operating various office machines such as computer, word processors, transcribing machines, calculators, duplicating machines, and audio and video cassette duplica- tors; composing letters, reports and memos; providing information and assistance to the public and co-workers in a courteous and professional manner; coordinating often complex records, requests and procedures; interpreting and applying departmental policies, rules and procedures; handling monies and valuables, and maintaining confidentiality. License Possession of a Valid Class 3 California Driver's License and a good driving record as substantiated by the Department of Motor Vehicles. Personal Characteristics: Incumbents must possess honesty and integrity compatible with a law enforcement environment with access to property and evidence. • E PROPERTY AND EVIDENCE TECHNICAL Page 2 Physical Requirements: Must be able to lift minimum 40 lbs., be able to withstand standing for lengthy periods such as in taking inventories and preparing for auctions, stooping and bending required in normal stocking activities, moderate exposure to dust and dirt inherent in storage facilities, and exposure to hazardous compounds which may occur where drugs are stored or while handling, REVISED 3/93 PROPAIDEMP
