WILSON, DIRECTOR, PARKS & RECREATION SERVICES TUSTIN SPORTS PARK BASEBALL DIAMOND #2 RENOVATION SUMMARY: The bid opening for the Tustin Sports Park Baseball Diamond #2 Renovation (CIP No. 20060) was held May 21, 2012. The renovation of the facility includes improvements to the playing surface, infield irrigation, dugout structures, backstop, and pitcher's mound. RECOMMENDATION: 1. Staff recommends that the City Council award construction contract Base Bid to Lehman Construction, Inc. in the amount of $254,684.00, subject to approval of contract requirements by the City Attorney and final execution. 2. Authorize the Director of Parks and Recreation Services to reduce the cost of the project through construction credits since the base bid exceeded the estimated cost of the project. FISCAL IMPACT: The Tustin Sports Park Diamond #2 Baseball Diamond Renovation is included in the Capital Improvement Program (CIP) for Fiscal Year 2011-2012. Adequate funds are available in the Park Development Fund (131) for this project. BACKGROUND: The Community Services Commission identified the renovation of the Tustin Sports Park Baseball Diamond #2 as a priority during FY2011-2012 Capital Improvement Program (CIP). Tustin Sports Park Baseball Diamond #2 serves local baseball programs comprised primarily of players 13 years and older. Since Tustin Sports Park #2 is the only park facility capable of hosting players of this age group, it is impacted by high use on a year-round basis and is in need of renovation. The renovation of the Tustin Sports Park Baseball Diamond will improve playing conditions for local youth baseball players. Improvements will include: infield and pitching mound upgrades, perimeter turf and irrigation enhancements, new shaded dugout structures, backstop, and fencing refinements. Bids were opened on May 21, 2012. The three (3) bids were as follows: Contractor Lehman Construction, Inc. (Tustin) Sunrise Landscape Co., Inc. (Santa Fe Springs) Kasa Construction (Ontario) L3�J $254,684.00 $364,980.37 $634,590.00 Reference check of the contractor, review of the bid documents and a determination that the contractor possesses a valid contractor's license has been completed. The Risk Manager will complete a review of the required bonds and insurance certificates. The City Attorney will thoroughly review the contract. Construction is scheduled to begin in June and the project should be completed by the end of August. subm �id A.
