STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER 13 , �� �r., SUBJECT: ADOPT RESOLUTION NO. 12-48 TO APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE CONSTRUCTION OF TUSTIN LEGACY FIRE STATION — RELOCATION OF STATION #37 (CIP NO. 10048) SUMMARY The plans and specifications for construction of the Tustin Legacy Fire Station — Relocation of Station #37 have been completed and are ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 12-48 approving the plans and specifications for construction of the Tustin Legacy Fire Station — Relocation of Station #37 (CIP No. 10048), and authorize the City Clerk to advertise to receive bids from the five pre-qualified general contractors approved by the City Council on October 4, 2011. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in the Fiscal Year 2012-2013 Capital Improvement Program for construction of the Tustin Legacy Fire Station — Relocation of Station #37 (CIP No. 10048). The engineer's estimate for construction of the Fire Station is $3,894,980. The project is funded by Community Facilities District 06-01 Funds (434). DISCUSSION AND BACKGROUND Construction of the Tustin Legacy Fire Station will replace the existing OCFA Fire Station #37, which is currently located at 14901 Red Hill Avenue. The new station is to be located on an undeveloped 1.25-acre parcel owned by the City at 15011 Kensington Park Drive, which is at the southwest corner of Kensington Park Drive and Edinger Avenue. The new Fire Station Facility will be an "Essential Services" facility as defined in the State of California Health and Safety Code and a United States Green Building Council LEED certified building. The Facility will include a single-story, wood-framed structure of approximately 9,400 square feet with three apparatus bays, office facilities for two companies, and living space for a crew of eight firefighters. Site development will include all necessary offsite improvements including curb cuts for driveways, sidewalk and paving, street restriping, and utility connections. On-site facilities will include parking areas, walls and fences, landscaping, utility facilities, above ground fuel storage and dispensing facilities, emergency electrical power generator, building equipment, ancillary and incidental fixtures, structures, and improvements necessary to provide an operational Fire Station Facility. Approve P&S for Legacy Fire Station (CIP No. 10048) June 5, 2012 Page 2 Occupancy of the new Fire Station is tied to the completion of the bridge crossing over Edinger Avenue. The actual bid timing will be coordinated with the estimated completion of the Tustin Ranch Road Roadway Improvements Phase 2 once that project schedule has been submitted and accepted. _ Stack, P.E. Public Works/City Engineer Attachment 1: Resolution No. 12-48 Attachment 2: Location Exhibit Attachment 3: Pre-Qualifed General Contractors List S:\Ciry Council Items�2012 Council ItemsWpproval of P&S Legacy Fire Station (CIP 10048).docx ATTACHMENT 1 Resolution No. 12-48 RESOLUTION NO. 12-48 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF THE TUSTIN LEGACY FIRE STATION — RELOCATION OF STATION #37 (CIP NO. 10048), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for construction of the Tustin Legacy Fire Station — Relocation of Station #37 project (CIP No. 10048); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact StatemenUEnvironmental Impact Report (FEIS/EIR) for the reuse and disposal of MCAS Tustin. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS/EIR. The proposed project is consistent with MCAS Tustin Specific Plan and is determined not to result in any new significant environmental impacts, propose substantial changes or a substantial increase in the severity of any previously identified significant impacts in the FEIS/EIR and Addendum. Moreover, no new information of substantial importance has surfaced since certification of the FEIS/EIR and Addendum; and WHEREAS, on October 4, 2011, the City of Tustin pre-qualified five general contractors as eligible to bid this project; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for the construction of: Tustin Legacy Fire Station — Relocation of Station #37 (CIP No. 10048) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals from the five pre-qualified general contractors for the performance of the work specified in the aforesaid plans and specifications.
