MCAS Tustin 2010 Bond proceeds have always been obligated for
this project. The Official Statement (OS) for the MCAS Tustin 2010
Bond specifically identifies that one of the primary purposes of the
bonds was for the construction of the Tustin Ranch Road Project as
well as other Tustin Legacy Backbone Infrastructure Improvements
