HUSTON, CITY MANAGER POLICE DEPARTMENT CALIFORNIA LAW ENFORCEMENT EQUIPMENT PROGRAM (CLEEP) GRANT EXPENDITURE SUMMARY In October 2001, the City of Tustin Police Department received $51,327 in grant funding from the State of California for use to purchase high-technology equipment in calendar year 2002. These funds were deposited into a revenue account at City Finance and have accrued interest in the amount of $1,336 as of July 30, 2002. The total available funds are, therefore, currently $52,663. The Police Department is prepared to expend these funds at this time. RECOMMENDATION Authorize the Police Department to purchase two (2) high-technology programs to enhance the Police Department's Communications system. These two (2) programs are known as the Gold Elite Program and the Instant Recall Recorder (IRR). FISCAL IMPACT $52,663 in Grant fund expenditure. The entire account balance will be expended. BACKGROUND The State of California Budget Act of 2001 established a $30 million one-time funding to local law enforcement agencies for the purchase of high-technology equipment. Each law enforcement agency in the state was eligible to receive a maximum grant of $30,000. The Tustin Police Department applied for grant funding based upon a legislative extension of the program and received $51,327. Interest earnings reported as of July 30, 2002 have increased this total to $52,663. The following systems not only qualify under the "high technology" definition but will greatly enhance field officer safety and communications officer efficiency. Gold Elite--Greatly enhances the existing radio terminal systems and specifically allows immediate identification of the officer or unit utilizing the "emergency button." William A. Huston, City Manager CA Law Enforcement Equipment Program (CLEEP) September 16, 2002 Page 2 Instant Recall Recorder (IRR)--AIIows a communications officer to instantly replay field officer transmissions. In many emergency situations, the initial broadcast is garbled or otherwise unintelligible. With this system the transmission can be immediately replayed at their terminal, greatly enhancing our ability to send help, identifying who was calling, and the location of the officer. By utilizing the "3 station system," we give all on-duty communications officers the ability to access the system on full staffing days, allow training officers to utilize the position while monitoring their trainees during the latter part of the training process and allows for an extra position in the event one of the primary positions should experience a failure or require maintenance. The Budget Act of 2001 required that each participating agency report no later than August 15, 2002, what the grant funds have been spent to purchase or to declare what those funds will be used to purchase. On August 13, 2002, the Tustin Police Department notified the State Department of Finance that the grant funds provided to the City of Tustin Police Department were to be used to purchase the above two (2) programs. We are now obligated to spend the funds in this manner. The terms and conditions of the State Grant that provided for the funding for high- technology purchases mandates that the monies be expended by December 31, 2002. Because of the timelines facing the agency, it is impractical to solicit bids from other possible vendors when we know that there are few other vendors of this type of specialty equipment and none that are local. If a contract is not established with The Mattman Company at this time, we are likely to lose the funding. Org Department of Finance Local Government Unit 915 L Street 8th Floor Sacramento, CA 95814 Gentlemen: 2002 Budget Act Reporting Please be-advised the Tustin Police Department intends to expend the allocated Grant monies on the purchase of a high technology .radio-communications system upgrade at a cost of approximately $54,000. We anticipate the funds will be expended by December 1,200,2. With the events of September 11, 2001 and a heightened state of awareness related to officer/public safety, we conducted a critical assessment of emergency communications between field officers and our base station. As a result, we intend to utilize the Grant funds to install two systems, enabling our communications officers to immediately identify which patrol officer activated his/her emergency/panic button. This system will also allow for instant deciphering of garbled or panicked emergency radio traffic from field units. Currently, we must conduct a "roll call" and attempt to locate the officer by process' of elimination. Attached you will find a summary of our public safety budget for fiscal year 2002- 2003.
