APPROPRIATING FUNDS FOR VARIOUS CITY AND HOUSING
AUTHORITY BUDGETS FOR THE FISCAL YEAR 2012/2013, AND
CITY'S SALARY SCHEDULE
SUMMARY:
The City Council/Commissioners are requested to approve the attached Resolutions
adopting the budgets for the City, Tustin Housing Authority, and the Water Enterprise
for Fiscal Year 2012/2013 as well as adopting the City's salary schedule to be
compliance with the California Public Employees' Retirement System (CALPERS)
regulations.
RECOMMENDATION:
1. Adopt Resolution No. 12-59, adopting the City budget and appropriating from the
anticipated revenues of the City for fiscal year 2012/2013, Governmental Funds,
$76,397,765; Special Revenue Funds, $34,708,935; and the Water Enterprise
Funds, $32,963,778; and
2. Adopt Tustin Housing Authority Resolution No. 12-03, adopting the Housing
Authority budget and appropriating from the anticipated revenues of the Authority
for fiscal year 2012/2013, $55,500; and
3. Adopt Resolution No. 12-61, the City' salary schedule to be in compliance with
the California Public Employees' Retirement System (CALPERS) regulations.
FISCAL IMPACT:
The adoption of Resolution No. 12-59 will establish the anticipated expenditures for the
City of Tustin during fiscal year 2012/2013 at $144,070,478. This expenditure is greater

than the proposed fiscal year 2012/2013 budget of $125,736,012 as it includes capital
outlays for the Water Enterprise Fund and increased operating expenditures.
The adoption of Tustin Housing Authority Resolution No. 12 -03 will establish the
anticipated expenditures for the Housing Authority during fiscal year 2012/2013 at
$55,500.
BACKGROUND:
The Proposed 2012/2013 City of Tustin Program and Financial Plan was presented to
the City Council at the budget workshop held on June 19, 2012. At the workshop, the
City Council reviewed key elements of the draft budget. The Council did not direct staff
to make any changes to the Proposed Budget:
Subsequent to the June 19, 2012 Budget workshop, staff made additional revenue and
expenditure changes to reflect updated information from the departments that changed
departmental expenditures. The changes include:
• Tustin Housing Authority was not included in the Proposed Budget. The Tustin
Housing Authority is projected to receive $900,000 in revenues (transfer from the
Successor Agency) with expenditures of $55,500, and it's projected that the
Housing Authority will have a Fund Balance of $15,046,400 as of June 30, 2013;
• Increase in General Fund expenditure to include operational costs for regulatory
requirements and vehicle maintenance that were under budgeted in the
proposed budget, an impact of $115,500;
• Increase in Information Technology Fund expenditure to include salary and
benefits cost changes that were not reflected in the proposed budget, an impact
of $38,781;
• Decrease the Gas Tax Fund expenditure to reflect operational costs that were
double budgeted in the proposed budget, an impact of $15,000.
The proposed FY 2012/2013 budget for the General Fund had planned use of reserves
of $2,197,288, with revenues of $45,754,812 and expenditures of $47,952,100
(incorporating the changes that were identified above).
The proposed FY 2012/2013 budget projected the General Fund Fund Balance to be
$9,853,406 as of June 30, 2012, which represents 20.6% of General Fund
expenditures. Incorporating the changes identified above, the General Fund Fund
Balance is still within the City Council's reserve policy of 20 % -25 %.

The City's salary schedule has been updated to be in compliance with the format
prescribed by CALPERS. The salary schedule is being adopted as a separate item
from the proposed budget so that it can be amended in the future as the City moves
forward with the early retirement incentive through the Public Agency Retirement
System (PARS) without the need to bring the budget back for review.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ADOPTING THE CITY BUDGET
AND APPROPRIATING FROM THE ANTICIPATED
REVENUES OF THE CITY FOR THE FISCAL YEAR 2012-
2013
WHEREAS, in accordance with Section 1415th of the Tustin City code, the City
Manager has prepared and submitted to the City Council a Proposed Annual Budget for
the 2012-2013 fiscal year, beginning July 1, 2012; and
WHEREAS, the City Council, as the legislative body of the City, has reviewed
this proposed budget;
NOW, THEREFORE, the City Council of the City of Tustin does hereby resolve,
determine and order as follows:
SECTION 1. A certain document is on file in the office of the City Clerk of the City
of Tustin, being marked and designated "City of Tustin Proposed Budget 2012-2013".
Said document, as prepared by the City Manager and reviewed and adjusted by the
City Council, is hereby adopted for the fiscal year commencing July 1, 2012;
SECTION 2. The following sums of money are hereby appropriated from the
anticipated revenues of the City of Tustin for the 2012-2013 fiscal year.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, ESTABLISHING THE CITY'S
SALARY SCHEDULE IN COMPLIANCE WITH CALIFORNIA
PUBLIC EMPLOYEES' RETIREMENT SYSTEM
(CALPERS) REGULATIONS
WHEREAS, California Code of Regulations (CCR), Title 2, Section 570.5
requires that all employers reporting compensation to the California Public Employees'
Retirement System (CaIPERS) provide a publicly available pay schedule that includes a
number of requirements for determining the amount of "compensation earnable"
pursuant to Government Code Sections 20630, 20636, and 20636.1; and
WHEREAS, such requirements include the position title for every employee
position, the pay rate for each position, and the time base for each pay rate; and
WHEREAS, the City of Tustin (the "City ") wishes to fully comply with CaIPERS
compensation regulations;
NOW, THEREFORE, BE IT RESOLVED that the City's salary schedule shall be
as set forth in the attached document, effective the pay period that includes July 1,
2012, and incorporated herein by reference.
