SUBJECT: AWARD CONTRACT FOR THE ANNUAL CITYWIDE STRIPING AND
PAVEMENT MARKINGS PROGRAM CIP NO. 70001
SUMMARY
Staff is requesting that the City Council award a contract to the lowest responsive /responsible
bidder for the Annual Citywide Striping and Pavement Markings Program CIP No. 70001.
RECOMMENDATION
It is recommended that the City Council award a contract to the lowest responsive /responsible
bidder, J & S Striping Company, Inc., for the Annual Citywide Striping and Pavement Markings
Program for Fiscal Year 2012 -2013 and authorize the Mayor and the City Clerk to execute the
contract documents on behalf of the City.
FISCAL IMPACT
Sufficient funding in the amount of $255,000 in gas tax funding is included for these services in the
Fiscal Year 2012 -2013 Capital Improvement Program (CIP) Budget under the Annual Roadway
and Public Infrastructure Maintenance Program CIP No. 70001.
DISCUSSION AND BACKGROUND
The Citywide Striping and Pavement Marking Program is an annual program that provides for the
repainting or removal of existing striping and pavement markings on public streets and parking lots.
It also provides for the installation and /or removal of signage as needed. Repainting of City streets
and parking lots is performed on a case -by -case basis as determined by field conditions.
The previous contract was a multi -year contract that expired on June 30, 2012. The initial annual
term of the proposed contract is from July 1, 2012 to June 30, 2013. Additional annual contract
extensions may be granted at the City's sole discretion for a total of four additional years based
upon satisfactory performance by the contractor. Upon request from the contractor, the contract
prices may be adjusted annually based upon the Consumer Price Index.
Formal bids were publicly opened on June 14, 2012 and reviewed by Public Works. Five (5) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for J & S Striping Company,
Inc., and has determined that it is appropriate for the subject work. Furthermore, this contractor
has been performing satisfactory work for the City for the past five years under the previous
contract.
The bidding process establishes unit costs for various items of work based on estimated quantities.
Unit costs under the previous contract were established in 2007 based on a total bid amount of
$212,942 per year. Under current market conditions unit costs are higher, resulting in a total bid
amount of $252,037.
It is recommended that the City Council award the contract to the lowest responsive /responsible
bidder, J & S Striping Company, Inc., for the Annual Citywide Striping and Pavement Markings
Program CIP No. 70001 and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
