AWARD OF BID FOR THE FRONTIER PARK FITNESS ELEMENT (CIP
NO. 20068)
SUMMARY:
The bid opening for the Frontier Park Fitness Element project was held on June 19,
2012. The Frontier Park Fitness Element was identified by the Community Services
Commission as the next project to be completed on their seven -year CIP priority list.
RECOMMENDATION:
1. Staff recommends that City Council award the construction contract Base Bid to
Micon Construction of Placentia, California in the amount of $74,929.57 subject
to the approval of contract requirements by the City Attorney and final execution
of the contract.
FISCAL IMPACT:
The installation of the fitness element at Frontier Park is in the 2011 -2012 Capital
Improvement Program budget. The budgeted amount to complete the project is
$85,000.00. The competitive bid amount from Micon Construction was $74,929.57.
The fitness element at Frontier Park will be funded with a Community Development
Block Grant (CDBG) in the amount of $68,498.00. The remainder of the contract
amount, a total of $6,431.57, will be paid with Park Development funds.
BACKGROUND:
Over the last several years, the area around the handball walls at Frontier Park (1400
Mitchell Avenue) has seen an increase in illicit activities, thus making the park less
desirable for local residents. To address this issue and make the park more useable for
the surrounding community, the idea of changing the facility use to encourage healthier
activities was identified. Outdoor fitness equipment will provide a suitable option that
can be easily installed with a minimal amount of impact on the park. This type of
equipment offers options for various upper and lower body exercises utilizing the users
own body weight as resistance.
The scope of work includes the demolition of the existing chain link fencing and seating
walls at the handball court, the installation of fourteen (14) pieces of Greenfield outdoor
fitness equipment, re- pouring a section of concrete, and the application of an outdoor
sports surfacing.
SUMMARY:
Sealed bids were opened on June 19, 2012. The five (5) bids were as follows:

Hondo Company (Santa Ana) $ 83,114.00
Newcon Development (Santa Ana) $ 88,400.00
Aghapy Group Inc. (Bakersfield) $ 88,900.00
Reference checks of the contractor, review of the bid documents, and a determination
that the contractor possesses a valid contractor's license have been completed. The
Risk Manager will complete a review of the required bonds and insurance certificates
and the City Attorney will review the contract. Construction is scheduled to begin in
September and the project should be completed by October.
