DISCUSSION: The following is a list of projects and activities since the Summary of Projects report provided at the April 24, 2012, Planning Commission meeting. The list focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. • Hyundai Auto Dealership (16 Auto Center Drive): Hyundai has acquired the former Tustin Chevrolet dealership location. The Hyundai dealership tenant improvements have been completed and is now open for business. Temporary Construction Yard (1211 Edinger Ave): The Planning Commission approved Conditional Use Permit 2011-15 to allow the use of a vacant lot as a temporary construction Hyundai Auto Dealership yard for a period of six (6) months. The project approval has been granted a third extension and will now expire on July 31, 2012. The construction is associated with the Irvine Ranch Water District Wells 21 & 22 Desalter project. Planning Commission Report Summary of Projects July 24, 2012 Page 2 • 24 Hour Convenience Store (13842 Newport Ave): The Planning Commission approved Conditional Use Permit 2011-16 to establish and operate a 24-hour 7 - Eleven convenience store located at 13842 Newport Avenue. The project is under construction and will be open soon. • Granada Plaza (17291 Irvine Blvd.): Reconstruction of the burned -down, two-story office building at Irvine Boulevard and Yorba Street is underway. • Nunos Brothers Retail Building (15761 Tustin Village Way): The project involves reconstruction of a 15,000 square foot retail center to replace a former retail center that was destroyed by fire. The project is nearing completion. • Groundwater Remediation (535 E. Main Street): The Zoning Administrator approved Conditional Use Permit 2011-18 to allow temporary groundwater remediation activities for a period of two (2) years. The groundwater remediation equipment installation is under construction. • Old Town Mixed -Use Building (170 EI Camino Real): Conditional Use Permit 07- 014 and Design Review 07-015 were approved for the construction of a three-story mixed-use building, including commercial, office and residential uses. Construction has been completed. • First Street Specific Plan: Staff is working with the Planning Commission to revamp the First Street Specific Plan district regulations. The draft First Street Specific Plan and Design Guidelines documents are in progress. • Tentative Parcel Map 2010-153 and Joint -Use Parking (13362, 13372, 13422 Newport Ave. & 1101 Bryan Ave.): On February 28, 2012, the Planning Planning Commission Report Summary of Projects July 24, 2012 Page 3 Commission approved a request to subdivide three (3) existing medical office parcels into four (4) separate parcels and 39 units for condominium purposes. The Final Parcel Map has not yet been submitted. • 195 EI Camino Real (former Riteway Cleaners): A new mixed-use proposal was approved by the Planning Commission on May 8, 2012. The project includes 1) a 149 -room Residence Inn; 2) 144 -room Fairfield Inn and Suites; 3) an 8,885 square foot restaurant; 4) a 7,295 square foot retail building; and 5) a conditional use permit for a master sign program and joint use parking. The project is currently in plan check. Planning Commission Report Summary of Projects July 24, 2012 Page 4 • Archie's Ice Cream (12932 Newport Ave.): Tenant Improvements for Archie's Ice Cream next to Trader Joe's on Newport Avenue and Irvine Boulevard are currently under construction. • Cream Pan Bakery (690 EI Camino Real): Cream Pan bakery is in the process of providing outdoor patio seating and reconfiguration its kitchen and sales area. The project is currently under construction. • Dapper 401 (401 EI Camino Real): A new boutique clothing store has recently opened at the former location of The Ruffled Tulip, at the corner of Main Street and EI Camino Plaza. Planning Commission Report Summary of Projects July 24, 2012 Page 5 • Johnny Jeans (403 EI Camino Real): A new clothing store has recently opened at Cox Market in Old Town Tustin, adjacent to Quinn's. • 125 W. Main Street: The Planning Commission approved a resolution on June 12, 2012, recommending that the City Council approve a proposal for a mixed-use development including restaurant, office and residential uses. The project is scheduled for a City Council public hearing on July 17, 2012. s ©Angeleno Associates, Inc. • Fusion Tea Bar (13771 Newport Ave.): A new business is opening in Tustin Plaza and will sell tea, boba (tapioca), and desert drinks. • Famous Footwear (2821 EI Camino Real): A new shoe store will open in the Market Place. The project is currently in plan check. Planning Commission Report Summary of Projects July 24, 2012 Page 6 • Jersey Mike's Subs (13681 Newport Ave.): A new sandwich shop completed its tenant improvements and is now open for business the Tustin Plaza, adjacent to Kean Coffee. - JEWELE._ .. . wr OW • 155 W. 1s' Street: A new request to develop a new two-story commercial building has been received. The proposal includes plans for a florist store on the first level and support office space on the second level. The plans are currently in Design Review. • Caprioti Sandwich Shop (2487 Park Ave.): A new sandwich shop is opening in The District lifestyle area. The project is currently in plan check. • Red Robin (2667 Park Ave.): A Red Robin restaurant will be opening in The District in the former location of Marmalade Cafe. The project is currently under construction. • Lunna Rossa Ristorante (2449 Park Ave.): An Italian restaurant will be opening in The District lifestyle area in the former Chaparosa Grill location. The tenant improvement permit is ready to be issued. • Construction and Business License Fee Waivers: On July 19, 2011, the City Council approved a policy for construction and business license fees waivers. The construction permit fee waiver program ended in April 2012 and waived $400,000 in fees, which included approximately 500 plan checks and/or permits. The business license fee waiver program has waived $315,104.34 as of June 30, 2012, and includes 5,350 renewed business licenses and 1,045 new business licenses. The program will waive up to $350,000 in business license fees. Planning Commission Report Summary of Projects July 24, 2012 Page 7 Zoninq Administrator Actions • Conditional Use Permit 2011-20 (2872 EI Camino Real): On January 19, 2012, the Zoning Administrator approved a request to operate a yoga studio in an existing tenant suite in The Market Place shopping center. The yoga studio is now open for business. • Conditional Use Permit 2011-21 and Design Review 2011-09 (445 W. Main Street): On January 30, 2012, the Zoning Administrator approved a request to develop a guest house on an existing residential property. The applicant appealed the approval based on his objection to the deed restriction requirement. The Planning Commission approved the project subject to the original conditions of approval. Building plans have not yet been submitted. The applicant has indicated that he does not plan to proceed with the guest house at this time. • Conditional Use Permit 2012-04 (17542 17th Street, Suite 200): On May 9, 2012, the Zoning Administrator approved a request to operate an instructional school use (Springfield College) with a maximum 200 students in an existing 14,919 square feet office tenant space. The tenant improvement permit is ready to be issued. Springfield College anticipates opening this new campus in Fall 2012. • Conditional Use Permit 2011-20 (1022-1112 Walnut Ave. & 14510-14520 Newport Ave.): On May 14, 2012, the Zoning Administrator approved a request to establish and operate a recycling facility (bulk vending machine) in conjunction with the existing R - Ranch Market located in Park Lane Plaza. Plans have not yet been submitted for plan check. Planning Commission Report Summary of Projects July 24, 2012 Page 8 Tustin Legacy • Master Developer: The City Council has approved a Disposition Strategy having the City to assume a limited Master Developer role by marketing Disposition Packages (smaller development sites). RFPs for Disposition Areas 1A -North, 2A, 113, and 1C were released and The Irvine Company and St. Anton Partners were selected for the apartment development on sites 1A and 2A. Developer interviews have been completed for the for -sale residential site 113 and the City Council will consider approving a developer for this site during its July 17, 2012 meeting. Proposals are being reviewed for the commercial site 1 C. FTUSTIN 0 Early Development Opportunity Sites • Columbus Square: Construction is progressing at Columbus Square community. The following are updates related to each development: Mirabella: The development of 60 attached townhomes at the Mirabella site is underway. Twenty-nine units have been sold and fourteen of those units have closed escrow. Planning Commission Report Summary of Projects July 24, 2012 Page 9 Augusta (formerly Astoria): The development of 64 detached single family homes is currently underway. Twenty-six units have been sold and eighteen of those units have closed escrow. Coventry Court: The Coventry Court 240 -unit senior rental housing complex project is complete. • Columbus Grove: Last remaining development of Ainsley Park (84 duplex units) is nearing completion. All units have been sold. • Fire Station 37 (Relocation): Design of Fire Station 37 has been completed and bidding of the plans and specifications will begin in Summer 2012. The project is expected to begin construction in Fall 2012 and completed in Fall 2013. • The District at Tustin Legacy: Vestar Development Company together with the U.S. Army Reserves are in the process of exchanging properties to accommodate a new parking area for the District at Tustin Legacy. Code Enforcement • Graffiti: There were 969 incidents from April 5, 2012 thru June 14, 2012. • Water Quality: Existing Development Inspections (NPDES Inspections): The new permit cycle (five- year cycle which may be extended to seven years) began July 1, 2010. There are currently 112 commercial and 85 industrial for a total of 197 inspections to be completed. All required inspections have been completed for this fiscal year. Planning Commission Report Summary of Projects July 24, 2012 Page 10 Water Quality Management Plans (WQMPs): There are currently 84 WQMPs on file. Prior to the rainy season in October, 25 percent of the WQMPs on file must be inspected every year (21 inspections this year). • Administrative Citations: Fifteen (15) citations were issued (4/5/12 through 6/30/12) for various violations such as water quality, unpermitted signage and unsafe housing conditions. Thirteen (13) of the citations issued are still open and two (2) citations have been closed. Public Improvements — Public Works Department Update • Newport Avenue Extension (CIP No. 70131): Dokken Engineering, the City's consultant, is currently addressing Orange County Flood Control District comments on the final design plans. With the elimination of Redevelopment Agencies funding, the project will be on hold until alternate sources of funding are found. • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70001): The FY 2011-2012 Roadway Rehabilitation (Street Maintenance) and Sidewalk Repair projects started in June 2012 and is scheduled to be completed in late summer/early fall. The project includes repaving and slurry sealing streets within and adjacent to the business park west of Red Hill Avenue, east of the SR 55 Freeway, south of Edinger Avenue, and north of Warner Avenue. It also includes repaving the City Hall and Senior Center parking lots, and slurry sealing Main Street and various City parks. Design for the FY 2012-2013 project is scheduled to be initiated in early July 2012. • Rawlings Reservoir Replacement Project (CIP No. 60136): Phase I Demolition of the Reservoir was completed in September 2011. The Phase 11 Construction project was awarded to Pacific Hydrotech Corporation on March 6, 2012. The construction started mid April 2012. The Phase 11 construction will be completed by October 2013. Planning Commission Report Summary of Projects July 24, 2012 Page 11 • Red Hill Avenue Rehabilitation between Valencia Avenue and Edinger Avenue (CIP No. 70212): Slurry sealing Red Hill Avenue will be performed in conjunction with CIP No. 70001. • Tustin Ranch Road: Tustin Ranch Road Phase 1 consisting of grading storm drain, and retaining wall work, is nearing completion. The Phase 2 construction contract covering the remaining roadway improvements including the Edinger Avenue/SCRRA/ Santa Ana -Santa Fe Flood control Channel Overpass has been awarded by the City Council to RJ Noble Company. Completion date is Spring/Summer 2013. M ,1629 • Traffic Signal Battery Backup Systems (BBS's), Phase I (CIP No. 40079) and Traffic Signal Controller Upgrades/ Replacements, Phase I (CIP No. 40080): The two projects were bid as one and construction is scheduled to begin in August 2012, pending delivery of equipment. The BBS project is the first of four phases, after which all City maintained traffic signals will be protected with battery backup systems. The Controller Upgrades / Replacement Project is the first of three phases aimed at providing dependable traffic signal operation. Design of the second phase of each project will start in July 2012. Planning Commission Report Summary of Projects July 24, 2012 Page 12 • Tustin Avenue Well (CIP No. 60150): Project design is nearly complete for the drilling of the Tustin Avenue Well at 1822 N. Tustin Avenue. Staff is working to secure the temporary construction easements required for the drilling and construction of the well. The drilling of the well (Phase I of the project) is tentatively scheduled to begin January 2013. • Warner Avenue Storm Drain: Vestar awarded a contract to KEC Engineering for construction of the Phase 2 Warner Avenue storm drain from west of Jamboree Road to Peters Canyon Channel.
