TUSTIN PLANNING COMMISSION
JULY 24, 2012
CALL TO ORDER: 7:00 p.m.
INVOCATION/PLEDGE OF ALLEGIANCE: Commissioner Eckman
ROLL CALL: Commissioners Eckman, Kozak, Moore, Puckett, Thompson
PRESENTATION:
On June 7, 2012, Commissioner Jeff Thompson attended a tour of the historic
resources remaining at Camp Pendleton. The focal point of the tour was the
historic O’Neill Ranch House, which was preserved on the property after the
military purchased the land to use as a Marine base.
With the intent to assist in providing training on historic preservation,
Commissioner Thompson will give a presentation on the highlights of the tour.
PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda)
At this time members of the public may address the Commission regarding any
items not on the agenda and within the subject matter jurisdiction of the
Commission (NO action can be taken on off-agenda items unless authorized by
law). If you wish to address the Commission on any matter, please fill out one of
the forms located at the speaker’s table so that your remarks within the recording
of the meeting can be attributed to you. Completion of this form is not mandatory,
but accurately provides your information for the record.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion. There will be no separate discussion of these items prior
to the time of the voting on the motion unless members of the Commission, staff,
or public request specific items to be discussed and/or removed from the
Consent Calendar for separate action.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this
agenda will be made available for public inspection in the Community Development Department located at
300 Centennial Way, Tustin, California, during normal business hours.

in this meeting, please contact the office of the City Clerk at (714) 573-3025. Notification 72 hours
prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to
this meeting.

1. APPROVAL OF MINUTES – JUNE 12, 2012, PLANNING COMMISSION.
RECOMMENDATION:
That the Planning Commission approve the minutes of the June 12, 2012,
meeting as provided.
PUBLIC HEARINGS:

REGULAR BUSINESS:
2. SUMMARY OF PROJECTS.
The Summary of Projects report presents a list of projects and activities since
the Summary of Projects report provided at the April 24, 2012, Planning
Commission meeting. The current summary focuses on the status of projects
that the Planning Commission, Zoning Administrator, or staff approved; major
improvement projects; Certificates of Appropriateness; Code Enforcement
activities; and, other items of interest.
RECOMMENDATION:
That the Planning Commission receive and file the report.

3. TRANSMITTAL OF DRAFT: FIRST STREET SPECIFIC PLAN.
Staff is providing a draft of the First Street Specific Plan to the Planning
Commission to begin the process of reviewing the proposed changes in
anticipation of a formal presentation and consideration at a public hearing in
September. When the hearing is set, all discretionary actions necessary to
implement the update, including any required General Plan Amendment, Zone
Change, and environmental documents will be presented.
RECOMMENDATION:
That the Planning Commission receive the Community Development
Department’s draft update of the First Street Specific Plan and tentatively set
the item for public hearing on September 11, 2012.
