Section ~: The Planning Co~mnission finds and dete~,~ines theft ~ ~'~'~ p. oc,~z~a- difficulties and unnecessa~ ~-~,-'~h~ ~s will result from strict compliance with the proviskons of the applicable zoning of said property, unless the said variance as applied for is granted, and specifica!~ finds -t~% there a~ exceotional circumstances and conditions applicable to the said propert! and the intended use which do not apply general~ to other property and classifications of use in the same zone; that such variance is necessary for the prese~;ation of a substantial property right of the applicant, in t~t said p~operty cannot otherwise be utilized; tk~t the granting of said variance will not be detr~enta! to other property in the neighborhood or to the general plan of the City of ~stin. Section '~,: The vari~mce as applied for is hereby granted per~,aitting projection of pump islands and canm:ies to within two (2) feet of front and side property lines, and permitting a sign to extend five (~) feet over right-of-way line, on the subject property subject to the following conditions: (a) That a fire hydrant be established by applicant in a place and manner satisfactory to the Fire Chief; (b) That a sLx-foot high, solid fence be est;~blished along the southeasterly and southwesterly lines of the property, to within thirty (50) feet of the right- of=way lines; and said fence, within said thirty feet, to be a three-foot high, solid fence, and to continue to the right-of-way line.
