HomeMy WebLinkAbout02 PC Minutes 07-24-12 ITEM # 2 MINUTES REGULAR MEETING TUSTIN PLANNING COMMISSION JULY 24, 2012 7:00 p.m. CALL TO ORDER: 7:00 p.m. Given INVOCATION/PLEDGE OF ALLEGIANCE: Commissioner Eckman ROLL CALL: Present: Chair Puckett Chair Pro Tem Kozak Commissioners Eckman, Thompson, Moore Staff Present Justina Willkom, Principal Planner Scott Reekstin, Senior Planner Edmelynne Hutter, Associate Planner Adrianne DiLeva, Recording Secretary Given PRESENTATION: On June 7, 2012, Commissioner Jeff Thompson attended a tour of the historic resources remaining at Camp Pendleton. The focal point of the tour was the historic O’Neill Ranch House, which was preserved on the property after the military purchased the land to use as a Marine base. With the intent to assist in providing training on historic preservation, Commissioner Thompson gave a presentation on the highlights of the tour. The Commission thanked Jeff Thompson for his informative presentation. PUBLIC CONCERNS: At this time Chair Chuck Puckett recognized that former Mayor Ron Hoesterey was in the audience. Thanked him for his service on the City Council. CONSENT CALENDAR: Approved 1. APPROVAL OF MINUTES – JUNE 12, 2012, PLANNING COMMISSION. RECOMMENDATION: That the Planning Commission approve the minutes of the June 12, 2012, meeting as provided. Motion: It was moved by Thompson, seconded by Eckman, to move the Consent Calendar. Motion carried 5-0. None PUBLIC HEARINGS REGULAR BUSINESS: Received and filed 2. SUMMARY OF PROJECTS. The Summary of Projects report presents a list of projects and activities since the Summary of Projects report provided at the April 24, 2012, Planning Commission meeting. The current summary focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the Planning Commission receive and file the report. Hutter Gave a presentation on the Summary of Projects. Eckman Stated the Summary of Projects was highly informative in reviewing City projects in progress. Thanked staff for all the work they have done and continue to do. Puckett Commented that there are many projects going on in the City of Tustin and this is great to see. Is pleased that the Tustin Ranch Road extension project is coming along as planned. Moore Inquired about the building being constructed on Browning/Bryan. Willkom Stated she believes it is being built on a school site as a multipurpose building. Minutes – Planning Commission July 24, 2012 – Page 2 of 6 Kozak Thanked staff for their work on the helpful reports they always provide. Noted that there are many small businesses growing and moving to Tustin; wished them well. Thompson Agreed with his fellow Commissioners, and appreciated the special report on the Tustin Legacy area. No formal action taken. The item was received and filed. Received and 3. TRANSMITTAL OF DRAFT: FIRST STREET SPECIFIC tentatively set the PLAN. public hearing to a date in October Staff is providing a draft of the First Street Specific Plan to the Planning Commission to begin the process of reviewing the proposed changes in anticipation of a formal presentation and consideration at a public hearing in September. When the hearing is set, all discretionary actions necessary to implement the update, including any required General Plan Amendment, Zone Change, and environmental documents will be presented. RECOMMENDATION: That the Planning Commission receive the Community Development Department’s draft update of the First Street Specific Plan and tentatively set the item for public hearing on September 11, 2012. Willkom Gave the presentation of the item. Thompson Comments generally included that the document should: encourage relocation of historic homes from First Street into the Old Town area, provide more connectivity between residential and commercial portions of First Street, provide clarification on how the “hop-scotch” zoning patterns are being eliminated, propose to use CDBG funding to encourage renovation work, add policy language regarding public parking on streets, add historical context regarding Highway 101, provide clarification on addressing CEQA, summarize the goals of the document/focus on land-use, identify current uses that will not be encouraged, provide more connectivity between exhibits. Additionally, requested a workshop to discuss public improvements along the street. Moore Would like staff to revisit the elimination of the potential fee-waivers for rehabilitation, explain the change in percent of landscaping, setback of the buildings, and elimination of street parking, and questioned why the concept of quality development was removed from the draft. Kozak Thanked staff for the enclosed design guidelines which provide consistency to development in the area. Is in favor of having a workshop as suggested by Commissioner Thompson. Agreed with Commissioner Thompson that preserving historic homes in the area is Minutes – Planning Commission July 24, 2012 – Page 3 of 6 Kozak Cont. important. Would like to ensure that there is continuity with Old Town, as well as with new development going forward. Suggested monument signs to revitalize the major gateway entrance points into the area. Eckman Is also in favor of a workshop to further understand the provisions of the document. Puckett Is impressed with staff’s work on the document, and stated he can already see improvements in the document. The Commission consensus was to hold a workshop before the public hearing of the item. Motion: It was moved by Thompson, seconded by Kozak, to receive the item and set a tentative date for the public hearing in October following a workshop. STAFF CONCERNS: Justina Willkom reported on City Council actions as follows: th  On July 17, 2012, the City Council approved the Design Review/Conditional Use Permit for the new mixed-use building on 125 W. Main Street;  City Council also approved plans and specifications/authorized bids for the construction of the Tustin Legacy fire station;  Council approved an exclusive agreement to negotiate with Standard Pacific for the development of new homes in Disposition Package 1B at Tustin Legacy. COMMISSION CONCERNS: Moore  Had no items to report on this evening. Thompson  Requested an update on the status of the Commercial Design Guidelines and the City of Tustin Tour;  Thanked the Commission and staff for being a great audience for his Camp Pendleton presentation;  Would like to adjourn the meeting in Honor of the community of Aurora, Colorado. Kozak  Attended the Tustin Police Department Open House;  Attended a recent City Council meeting in which Brushstrokes, a new business in Tustin, presented a mural and donation to the Tustin Community Foundation; th  Attended the St. Cecilia’s Parish Festival, the 4 of July Fireworks Celebration, Concerts in the Park, Christine Shingleton’s retirement reception, and Music under the Stars. Enjoyed all of these community events; Minutes – Planning Commission July 24, 2012 – Page 4 of 6 Kozak Cont.  Announced that Greg Kelly, of Kelly’s Hobby shop in Tustin, entered his 66-inch mechanical Ferris wheel into the OC Fair’s Mechanical Models Competition winning first place and two judge’s awards. Congratulated Greg on his accomplishment;  Stated North Tustin resident, Marilyn Thoms, has been appointed to serve as the Third District member on the Orange County Historical Commission, and that OC Parks Director Mark Denny was also honored as Parks Director of the Year and was named as the incoming President of the National Association of County Parks and Recreation Officials;  Noted that Hannah and Cori Stemper, Gabby and Christina Paquette, and Audrey Wilcox of Foothill High girls cross country team combined to take first place in the women’s th division of the Camp Pendleton Mud Run on June 10;  Thanked Commissioner Thompson for his presentation and staff for all their hard work on this evening’s items. Eckman th Attended the 4 of July fireworks presentation. Thanked the Parks and Recreation Director, Dave Wilson, for coordinating a great show;  Hosted a neighborhood watch meeting in his neighborhood. Thanked Chief Jordan and Tustin PD staff for the work they do;  Thanked Commissioner Thompson for giving his Camp Pendleton presentation. Puckett th Attended the 4 of July fireworks presentation. Stated it was a wonderful event;  Attended the Tustin Police Department’s Open House. Stated it gets bigger and better each year;  Attended the grand opening of the Tustin Hyundai dealership;  Attended a bank opening at Lafayette Plaza;  Will be attending the Tustin Toyota grand opening coming up;  Recently attended two Chamber of Commerce breakfasts. The speakers were City Manager Jeff Parker and Mayor John Nielsen. Stated they both gave informative presentations;  Attended the retirement reception for Christine Shingleton, and hopes she has a wonderful retirement;  Congratulated his granddaughter Danica on getting her first car;  Stated Concerts in the Park have been great, and all should attend;  Announced that he pulled his papers to run for City Council, will be filing those papers in the following week, and will resign from the Planning Commission once the papers are filed. Served on the Planning Commission for 12 years and has enjoyed serving with many different people. Stated the current Commission is a great group and he will miss them; Minutes – Planning Commission July 24, 2012 – Page 5 of 6 Puckett Cont.  Agreed to close the meeting in Honor of the community of Aurora, Colorado. Stated he came to Tustin 37 years ago from Aurora, Colorado, and his heart especially goes out to the community. 7:56 p.m. ADJOURNMENT: The next regular meeting of the Planning Commission is scheduled for Tuesday, August 14, 2012, at 7:00 p.m. in the City Council Chamber at 300 Centennial Way.
