STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: TUSTIN RANCH ROAD PHASE 2 ROADWAY IMPROVEMENTS PROJECT BRIDGE OVERCROSSING SUMMARY The Tustin Ranch Road Extension project is entering the second and final phase of construction. With the construction contract, bonds, and insurances approved and executed, a Notice to Proceed has been issued to RJ Noble with a project start date of August 23, 2012. A key component of the Phase 2 work is the bridge overcrossing Edinger Avenue, the Regional Orange County Flood Control Santa Ana /Santa Fe Channel, and the Southern California Regional Rail Authority (SCRRA) Railway tracks. Construction of the bridge will require the installation of 190 driven piles to support the bridge superstructure and pile placement will generate noise and vibration typical of any pile- driving operation. In addition, due to the close proximity of the rail tracks trains will sound their horns traversing the construction zone as a measure of life safety and precaution pursuant to the project agreement with SCRRA. RECOMMENDATION Receive and file. FISCAL IMPACT n/a DISCUSSION Normal construction activity will occur on weekdays during normal working hours (7:00 AM to 6:OOPM) as allowed in the Tustin Municipal Code. However, there will be times when certain aspects of work will need to occur on weekends and at night as directed by SCRRA in an effort to continue rail service during the daytime. Public outreach will be paramount. The project team will ensure that is a top priority and ensure the neighboring community is kept well informed in an utmost timely manner. The pile- driving operation is scheduled to occur from mid - September to the beginning of December 2012. The operation will occur weekdays no earlier than 8:00 AM until 5:OOPM, although other construction will begin at 7:00 AM per City Code. Again, due to the close proximity of 48 piles to the railroad tracks these piles will need to be installed during the weekends when rail traffic is reduced. It is anticipated that four weekends, both Saturday and Sunday, between the end of October and mid - November will be needed to install these piles. Pile- driving on weekends will begin no earlier than 9:00 AM and end at 4:00 PM. To attenuate noise, the contractor will be installing sound blankets around the support structure for the pile- driving apparatus. Night -time construction work is limited between 9:00 PM and 4:00 AM. Night -time work will also be necessary to install and remove some of the overhead structure formwork after the pile and foundation installation is complete. Notices will be sent out in advance to the community nearby when that work is scheduled. Access to the north side of the railroad tracks to install the piles and foundations in that area and construct the overhead structure will be via the abandoned Katherine Spur between the Peppertree and Tustin Meadows communities. The contractor will be transporting materials, equipment, and personnel through this area. Use of this area will be heaviest during pile- driving and foundation installation operations and then somewhat intermittently until completion of the bridge. Information pertaining to this next phase of construction has been included in the City Scene as well as on the City's webpage. The attached notice will be sent out to residents within the Peppertree, Tustin Meadows, and Columbus Square communities detailing this information and providing contact information for questions and inquiries. Public Works /City Engineer Attachment: Resident Notice S: \City Council Items\2012 Council Items \Receive file TRR Phase 2 Construction - Edinger Overcrossing.docx September 5, 2012 Dear Tustin Resident: As part of our continuing commitment to improving traffic flow throughout the city, the City is extending Tustin Ranch Road from Walnut Avenue to Warner Avenue as you probably are aware. Construction is being done in two phases. Phase 1 consisting of grading, storm drain, and retaining wall work has recently been completed and we are beginning Phase 2 of the project. Phase 2 will consist of the remaining street utilities, pavement, sidewalks, landscaping and the bridge over Edinger Avenue, the railroad tracks, and the flood control channel and will last for several months. So what can you expect? First, the contractor will be using the abandoned railroad spur located between Tustin Meadows and Peppertree for staging and construction access to the area between the railroad and the flood control channel. Use of this spur will be heaviest during the pile- driving and foundation construction operation and will be sporadic thereafter until completion of the bridge. During construction, obviously there will be an increase in construction activity and you will hear more train horns than usual in the vicinity of the future overpass as a railroad safety measure to alert workers of oncoming trains. Beginning late September, the installation of 190 piles and associated foundation work which are required for supporting the bridge will begin. It is estimated that pile- driving alone will take two to two- and -a- half months to complete. The contractor will be installing sound attenuation blankets around the support structure for the pile- driving hammer to minimize noise and pile- driving operations will be limited to the weekday hours of 8 a.m. to 5 p.m. For railroad and job site safety, the segment of the pile- driving operations closest to the railroad tracks are required to be completed only during weekends and the foundation work only at night when rail traffic is minimized. This weekend and night work is anticipated to occur between late September and mid - January. Pile - driving under these special circumstances working both Saturday and Sunday will be limited to the hours of 9 a.m. to 4 p.m. The schedule for required night work will be minimized as much as possible, limited to the hours of 9 p.m. to 4 a.m. However, weekend pile- driving and related nighttime work will not be allowed over the Thanksgiving Holiday and the period from Monday, 12/24 thru Tuesday, 1/1/2013 in consideration of the Holiday Season. Lastly, some work to erect formwork and the superstructure over the railroad tracks is also required to be done at night, again for railroad and job site safety. The exact schedule for this phase of work in 2013 will be finalized at a later date after the pile- driving and foundation work is completed. A subsequent notice will follow once those dates are determined.
