TUSTIN HOUSING AUTHORITY ANNUAL MEETING AND
ANNUALREPORT
In accordance with Tustin Housing Authority Bylaws, the Annual Meeting is scheduled
to occur on the first Tuesday of September. At the meeting, the Tustin Housing
Authority's Annual Report is to be presented.
RECOMMENDATION
It is recommended that the Tustin Housing Authority Commissioners continue the
Annual Meeting and Annual Report to the next scheduled meeting on September 18,
2012.
BACKGROUND
As amended by Housing Authority Resolution No. 12 -02, the Bylaws of the Tustin
Housing Authority, Section 501: Annual Meeting, require the Housing Authority
Commissioners meet at least once annually on the first Tuesday of September. In
accordance with the California Housing Authorities Law of the California Health and
Safety Code and the Tustin Housing Authority's Bylaws, the Annual Report for the
preceding fiscal year is to be presented at the Annual Meeting and submitted to the
California State Department of Housing and Community Development (HCD) by the first
of October.
As reported to the Housing Authority Commissioners on August 14, 2012, the Tustin
Housing Authority submitted a Housing Assets List to the California Department of
Finance (DoF) on August 1, 2012. Pursuant to California Health and Safety Code
Section 34176(a)(2), the DoF has up to 30 days from the date the list is submitted to
object to any of the assets or transfers of assets identified on the list. At the time of
Agenda Report preparation, the DoF had not responded to the Housing Assets List.
Staff is waiting for the DoF to confirm the Housing Authority's receipt of housing assets
before including the assets in the FY 2011 -2012 Annual Report. Provided the DoF

follows the schedule, their response can be included in time for an Annual Report
submission on September 18, 2012. Staff is recommending the Housing Authority
Commissioners continue the Annual Meeting to September 18, 2012. If the DoF does
not provide a timely response and in order to meet the October 1St HCD deadline, staff
will prepare and present an Annual Report with a section detailing the current status of
DoF's Housing Assets review.
Staff is available to answer any questions the Housing Authority Commissioners may
have.
