APPROVAL OF MINUTES - SEPTEMBER 8, 1998 REGULAR MEETING let was moved by Thomas, seconded by Doyle, to approve the Redevelopment Agency Minutes of September 8, :L998. Motion carried 4-0, Ports absent. 2. APPROVAL OF DEMANDS it was moved by Thomas, seconded by Doyle, to approve Demands in the amount of $396,559.08. Motion carried 4-0, Potts absent. 380-10 3. PUBLIC HEARING: APPROVAL OF DISPOSITION AND DEVELOPMENT AGREEMENTS FOR THE REDEVELOPMENT OF PROPERTY LOCATED IN THE VICINITY OF SIXTH STREET AND EL CAMINO REAL ... .lames Draughon, Senior Project Manager, reported staff was requesting two Disposition and Development Agreements (DDAs) for adjacent residential and commercial sites to be redeveloped in the Town Center Project Area; described the site plans; stated that eight of the owner occupied single family dwelling units would be sold at a price not to exceed the affordable housing cost for moderate income persons; Agency financial assistance of $1,665,500 would be provided to assist the developer with the residential project; the commercial project proposed to construct certain rehabilitation improvements to the retail buildings located at 715-765 El Camino Real; Agency assistance for the rehabilitation budget was $227,3:L9; an initial Study/Negative Declaration for each DDA had been noticed for public review and no public comments had been received; and the DDAs were consistent with the Five-Year Tmplementation Plan for the Town Center and South/Central Redevelopment project areas. REDEVELOPMENT AGENCY MINUTES Page 2, 9-21-98 Agency/staff discussion followed regarding the residential development project should be ready for sale in October 1999; developers had obtained financial pre-commitments; the residential product mix; residential sales prices ranged from $215,000 to $255,000; First Time Homebuyer and low-income buyer programs would be available; and the proposed project would be a significant benefit to the area. Chair Saltarelli opened the Public Hearing at 7:58 p.m. The following member of the audience questioned the project relocation timeline: Yvonne Rugley, Tustin Meadow Apartments Christine Shingleton, Assistant Executive Director, responded that the relocation consultant, Pacific Relocation, would be contacting residents of Tustin Meadow Apartments shortly after approval of the project; and relocation financial assistance was dependent upon factors such as tenant and household size. There were no other speakers on the subject and the Public Hearing was closed at 8:00 p.m. It was moved by Worley, seconded by Thomas, to adopt the following Resolution Nos. RDA 98-6 and RDA 98-7 certifying the Negative Declarations as adequate for both proposed Disposition and Development Agreements: RESOLUTION NO. RDA 98-6 - A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE NEGATIVE DECLARATION FOR THE DDA BETVVEEN THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY, THE FORD FAMILY TRUST AND DEBEIKES INVESTMENT COMPANY FOR THE PROPERTY LOCATED AT 715-765 EL CAMINO REAL RESOLUTION NO, RDA 98-7 - A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE NEGATIVE DECLARATION FOR THE DDA BETWEEN THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY AND WARMINGTON OLD TOWN ASSOCIATES, L.P. FOR THE PROPERTY LOCATED AT 120-250 SIXTH STREET Motion carried 4-0, Potts absent. It was moved by Thomas, seconded by Worley, that subject to non-substantive modifications approved by the Executive Director and Agency Counsel, authorize the Executive Director to execute: (a) The DDA between the Tustin Community Redevelopment Agency and Warmington Old Town Associates, L.P. for a new 38-unit single family residential development project on the site located at 120-250 Sixth Street; and (b) The DDA between the Tustin Community Redevelopment Agency, Ford Family Trust (''Owner"), DeBeikes Investment Company (''Developer'~ and Warmington Homes California (''Contractor'3 for rehabilitation of the commercial properties located at 715-765 El Camino Real. Motion carried 4-0, Potts absent. 400-10 It was moved by Thomas, seconded by Worley, to appropriate $1,665,500 from the Housing Set-Aside Fund for the Town Center Redevelopment Project for the development of affordable housing units and $165,000 from the Town Center Redevelopment Project tax increment funds for the rehabilitation of the commercial properties. Motion carried 4-0, Potts absent. OTHER BUSINESS - None CLOSED SESSION - None ADJOURNMENT Chair Saltarelli adjourned the meeting at 8:00 p.m. The next regular meeting of the REDEVELOPMENT AGENCY MINUTES Page 3, 9-21-98 Redevelopment Agency was scheduled for Monday, October 5, 1998, at 7:00 p.m. in the Council Chamber at 300 Centennial Way.
