REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
CITY OF TUSTIN, CALIFORNIA
OCTOBER 21, 1996
CALL TO ORDER
The meeting was called to order by Chair Worley at 9:25 p.m. at the
Council Chambers, 300 Centennial Way, Tustin, California-

Chair Worley recessed the meeting at 9:25 p.m. The meeting was reconvened
at 9:35 p.m.
REGULAR BUSINESS ( ITEMS 1 THROUGH 5)
1. APPROVAL OF MINUTES - OCTOBER 7, 1996 REGULAR MEETING
It was moved by Ports, seconded by Saltarelli, to approve the
Redevelopment Agency Minutes of October 7, 1996.
Motion carried 5-0.
2. APPROVAL OF DEMANDS
It was moved by Potts, seconded by Saltarelli, to approve Demands in
the amount of $137,348.07.

3. FURNITURE PURCHASES FOR TUSTIN FAMILY & YOUTH CENTER
It was moved by Potts, seconded by Saltarelli, to adopt the following
Resolution No. RDA 96-5 authorizing participation in the County of
Orange Cooperative Purchasing Program for the Steelcase Ellipse
System and.accessory Steelcase products for the Tustin Family & Youth
Center:

4. APPLICATION FOR THIRD DISTRICT URBAN PARKS PROGRAM FUNDING/
PEPPERTREE PARK
It was moved by Potts, seconded by Saltarelli, to adopt the following
Resolution No. RDA 96-6 approving the grant application for "Third
District, Urban Park Program" funds for the renovation of Peppertree
Park:

5. LAGUNA GARDENS PROJECT - AMENDMENTS TO DISPOSITION AND DEVELOPMENT
AGREEMENT
Lois Jeffrey, City Attorney, reported that at the september 3, 1996
meeting, the Agency approved the Disposition and Development
Agreement (DDA) for the Laguna Gardens project; however, close of
escrow for the project had been delayed because the developer,s
lender requested changes requiring amendments to the DDA. She
summarized the proposed amendments including a $200,000.00 increase
of the first deed of trust; disbursement of the Redevelopment
Agency's funds; and the form of performance bonds guaranteeing the
lien-free completion of all improvements. She explained that 50
percent of the project must be completed prior to the developer
drawing on the increased deed of trust amount of $200,000.00; and
upon Agency approval, the developer may request to draw on the amount
for marketing and closing costs.
It was moved by Potts, seconded by Thomas, to approve amendments to
the Disposition and Development Agreement including increasing the
first deed of trust in the amount of $200,000.00; the form of project
completion bonds; and a disbursement agreement with the bank.

Chair Worley adjourned the meeting at 9:40 p.m. The next regular meeting
of theRedevelopment Agency was scheduled for Monday, November 4, 1996, at
