AN ORDINANCE OF THE CITY OF TUSTIN CALLING A
SPECIAL ELECTION TO BE HELD WITHIN THE CITY OF
TUSTIN ON THE 9th DAY OF JANUARY, 1962, PERTAIN-
ING TO THE VANDERLIP - ROWAN ANNEXATION TO THE
CITY OF TUSTIN
WHEREAS, by Resolution No. 566, the City Council
of the City of Tustin declared its intention to call a special
election in certain inhabited territory contiguous to said City,
proposed to be annexed to the City, for the purpose of submitting
~o the qualified electors residing in said territory the question
of whether or not the territory shall be annexed to the City;
and
WHEREAS, a copy of said Resolution was published as
required ~ law; and
WHEREAS,. at a time nou later than the hour set by
said Resolution for hearing,objections to the proposed election,
protests were not made by the owners or by public and private
owners of property equal to one-half of the value of the
territory proposed to be annexed; and
WHEREAS, it has been determined that the number of
qualified electors residing within the territory proposed to
be annexed is more than one-half of the number of qualified
electors residing within the City of Tustin; and
WHEREAS, all proceedings have been made in accordance
with the said Resolution and the Annexation Act of 1913, reference
thereto hereby being made for further particulars.
WHEREAS, said Resolution No. 566 did contain a
notice of the day, Hour and place~when and where the Council
of the City would hear protests made by any person owning real
property within the territory proposed to be annexed, the
time of said hearing being not less than forty nor more than
sixty days from the date of passage of said Resolution; and
WHEREAS, on.the 17th day of October, 1961, at the
hour of 7:30 O'clock P.M., in the Council Chambers of the
City Hall of the City of TuStin,.County of Orange, State of
California, said time and place being the day, hour and place

fixed in said Resolution No. 566 for hearing protests to the
said annexation, the said City Council did hear and pass upon
all protests made to the proposed annexation and did determine
that protests had not been made by the owners of one-half
of the value of the privately owned territory proposed
to be annexed as shown by the last equalized assess-
ment roll, nor by public owners of one-half of the
value of the publicly owned territory proposed to be
annexed as determined by said legislative body, and
said protest hearing was continued to October 27,1961,
at 12 o'clock Noon, and was then continued to
October 30, 1961, at 12 o'clock noon, and said hear-
ing was then continued to November 6, 1961, at the
hour of 7:30 o'clock P.M., in the Council Chambers in
the City Hall of the City of Tustin, County of Orange,
State of California, and at this last said time and
place the said City Council did hear and pass upon
all protests made to the proposed annexation and
did c~ermine that protests had not been made by the
owners of one-half of the valueof the privately
owned territory proposed to be annexed as shown by
the last equalized assessment roll, nor by public
owners.of one-half of the value of the publicly
owned territory proposed to be annexed as determined
by said legislative body; and
WHEREAS, said territory is contiguous to
the City of Tustin, and is inhabited territory in
~he County of Orange;
1. NOW, THEREFORE, a special election
is hereby called to be held on the 9th day of
January, 1962, in the territory of the present
city limits of the City Of Tustin, County of Orange,
State of California, for the tnrpose of submitting to
the qualified electors residing'within the territory
of the City of Tustin,.~the question of whether or
not the territory proposed to be annexed to~the City
of Tustin, described hereinafter, shall be annexed

to, incorporated in, and made a part to the City of Tustin.
2. The polls at said elections shall be opened at
7 A.M., on the date her, in fixed for the holding of said
elections, and shall be kept open until 7 P.M., of the said
day, when the polls shall be closed.
3- Upon the ballots to be used at said election there
shall be printed the words:
· SHALL THE TERRITORY KNOWN AS VANDERLIP-ROWAN
ANNEXATION TO THE CITY OF ~TUSTIN BE ANNEXED TO
THE CITY OF TUSTIN?'
Opposite these words there shall be printed the words 'Yes· and
· No,' and to the right of each of these last two words there
shall be a voting square. If an elector shall mark a cross (+)
in the voting square after the printed word ~No", the vote of
such elector shall be counted against such annexation.
4. In all particulars not herein recited said elections
shall be held in conformity, as nearly as may be, with the laws
of the State of California concerning general elections and with
the laws of the State of California concerning general elections
and with said Annexation Act of 1913.
5- (A) For the purpose of said election, there hereby
is established in the territory described herein voting precincts,
which are described as follows; After such precinct there is set
forth the polling place of such election precinct, and the persons
who are hereby named Officers of Election and shall constitute the
Board of Election for each such election precinct:
Voting Precinct No. 3, comprising regular election
precincts Tustin City l, 2, 3, 4, 5 and 6.
Polling Place: Tustin City Hall, 145 W. Third St.

Judge: Grace Leinberger
Clerk: Catherine Hilton
Clerk: Margerite Graves
(B) For their services in connection with said
election, said Inspectors shall receive $15,00, and said
JudgeB $12.00 each; and the person in possession of the poll-
ing place, if any, shall receive for the use of such premises
for the purpose of said election, the sum of $10.00o
6. The City Clerk shall publish a Notice of said
special election, as require~ in the Annexation Act of 1913,
at least once a week for the four (4) weeks prior to ~he date
of the election, on January 9th, 1962, in the Orange Daily
News, a newspaper of general circulation, printed and pub-
lished outside of the Cityof Tustin, in the County of Orange,
State of California, and in the Tustin News, a newspaper of
general circulation printed and published inside of the City
of Tustin, County of Orange, State of California.
7o This Ordinance shall take effect upon'its oub-
lication, pursuant to Section 36937 of the Government Code of
the State 6f California.
8. The ~ity Clerk shall certify to the adoption of :
this Ordinance and cause the same to be published once in the
Tustin News, a newspaper of general circulation, printed, pdb-
lished and circulated in the City of Tustin, County of Orange,
State of California.
PASSED AND ADOPTED by the City Council of the City of
Tustin at a regular adjourned meeting thereof, held on the 20th day of November, 1961.

the City Council of the City of Tustin is five; and that
the above and foregoing Ordinance was duly and regularly
introduced and read at the regular meeting of the City
~ouncil held on the 6th day of November, 1961, and was
given its second reading and duly passed and adopted at
a regular meeting held on the 20th day of November, 1961,
by the following votes;
