REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
CITY OF TUSTIN, CALIFORNIA
APRIL 4, 1994
CALL TO ORDER
The meeting was called to order by Chairperson Potts at 7:15 p.m. at the
Council Chambers, 300 Centennial Way, Tustin, California.

REGULAR BUSINESS (ITEMS I THROUGH 6)
1. APPROVAL OF MINUTES - MARCH 21, 1994 REGULAR MEETING
It was moved by Puckett, seconded Thomas, to approve the
Redevelopment Agency Minutes of March 21, 1994.
Motion carried 5-0.
2. APPROVAL OF DEMANDS
It was moved by Puckett, seconded by Thomas, to approve Demands in
the amount of $125,484.43.

3. PROFESSIONAL SERVICES AGREEMENT FOR CONSULTING ENGINEERING SERVICES
ON THE NEWPORT AVENUE/SR-55 INTERCHANGE RECONFIGURATION PROJECT
It was moved by Puckett, seconded by Thomas, to authorize the City
Council and City staff to administrate a Professional Services
Agreement with the firm of Dokken Engineering to prepare and
process a Project Study Report for approval by Caltrans for the
Newport Avenue/SR-55 Interchange Northbound Ramp Reconfiguration
Project in the amount of $173,000.00.

4. LIBRARY STUDY
It was moved by Puckett, seconded by Thomas, to authorize the
Assistant City Manager to prepare a Request for Proposals for
approval by the Redevelopment Agency to study the City's options
concerning the renovation of the existing library, construction of
a new library and provision of library services, and recommend an
action plan for upgrading library services for the City's
residents.
Motion carried 5-0.
5. PROPOSED CONTRACT FOR SPECIAL COUNSEL FOR THE PREPARATION OF A
REDEVELOPMENT PLAN FOR MCAS, TUSTIN
It was moved by Puckett, seconded by Thomas, to appropriate
$35,000.00 from the South Central Redevelopment Project Area

Capital Projects Fund to 560-400-9000-6009 and approve the subject
contract with McDonough, Holland and Allen to act as Special Legal
Counsel for the preparation of a redevelopment plan for the Marine
Corps Air Station, Tustin.'

6. TIME EXTENSION FOR DESIGN REVIEW 92-50, FRONTRUNNER HOMES
It was moved by Puckett, -seconded by Thomas, to approve a
modification to Condition No. 1.3 of Planning Commission Resolution
No. 3 133 to allow a time extension to run concurrent with
Conditional Use Permit 92-38 through September 1, 1995 to obtain
all building permits and have substantial construction underway for
Design Review 92-50 by adopting the following Resolution No. RDA
94-3:
RESOLUTION NO. RDA 94-3 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING
A MODIFICATION TO CONDITION NO. 1.3 OF PLANNING COMMISSION
RESOLUTION NO. 3133 ALLOWING AN EXTENSION OF TIME TO DESIGN REVIEW
92-50 TO RUN CONCURRENT WITH THE EXPIRATION OF CONDITIONAL USE
PERMIT 92-38 THROUGH SEPTEMBER 1, 1995, FOR THE PROPERTY LOCATED AT
THE SOUTHERLY SIDE OF EL CAMINO REAL APPROXIMATELY 450 FEET EAST TO
NEWPORT AVENUE

Chairperson Potts adjourned the meeting at 7:16 p.m. The next regular
meeting of the Redevelopment Agency was scheduled for Tuesday, April 19,
