CALL TO ORDER The meeting was called to order by Chairperson Pontious at 9:40 p.m. at the Tustin Area Senior Center, 200 South "C" Street, Tustin, California. 2. APPROVAL OF MINUTES - MARCH 15, 1993 REGULAR MEETING It was moved by Puckett, seconded by Thomas, to approve the Redevelopment Agency Minutes of March 15, 1993. Motion carried 5-0. 4. APPROVAL OF DEMANDS It was moved by Puckett, seconded by Thomas, to approve Demands in the amount of $631,770.71. Motion carried 5-0. 380-10 5. DESIGN REVIEW 92-039, TUSTIN HEIGHTS SHOPPING CENTER Dan Fox, Senior Planner, reported the applicant was proposing to remodel the facade and provide additional parking lot landscaping to the Tustin Heights Shopping Center. Since the site was within the Town Center Redevelopment Project area, the Redevelopment Agency had final design review authority, He summarized the proposed architectural style and landscaping. He stated staff was working with Ralphs Market and Packer Circle residents regarding noise mitigation measures for Ralphs' rear delivery area. He noted minor revisions to Condition 2.5, regarding down spouts and added .-- Condition 2.9, regarding rooftop mounted equipment and screening. It was moved by Potts, seconded bV Saltarelll, to approve Design Review 92-039 by adopting the following Resolution No. RDA 93-04 as modified: RESOLUTION NO. RDA 93-04 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 92-039, AUTHORIZING THE EXTERIOR REMODELING OF THE EXISTING TUSTIN HEIGHTS SHOPPING CENTER LOCATED AT 1076-1222 IRVINE BOULEVARD Motion carried 5-0. 600-25 REDEVELOPMENT AGENCY MINUTES Page 2, 4-5-93 6. DESIGN REVIEW 92-050, FRONTRUNNER HOMES Dan Fox, Senior Planner, reported the applicant was proposing establishment of a six space self-serve car wash. He stated staff had worked with the applicant to develop mitigation measures regarding the bays including increased berms and landscaping along E1 Camino Real which would provide screening and police patrol surveillance access. It was moved by Potts, seconded by Thomas, to certify the Negative Declaration as adequate by adopting the following Resolution No. RDA 93-06: RESOLUTION NO. RDA 93-06 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CERTIFYING THE NEGATIVE DECLARATION AS ADEQUATE FOR DESIGN REVIEW 92-050, INCLUDING REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Motion carried 5-0. It was moved by Potts, seconded by Thomas, to approve Design Review 92-050 by adopting the following Resolution No. RDA 93-05: RESOLUTION NO. RDA 93-05 -- A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CONDITIONALLY APPROVING DESIGN REVIEW 92-050 FOR THE CONSTRUCTION OF A SELF-SERVE, COIN-OPERATED CAR WASH AND ASSOCIATED SITE IMPROVEMENTS ON THE PROPERTY LOCATED AT THE SOUTHERLY SIDE OF EL CAMINO REAL APPROXIMATELY 450 FEET EAST OF NEWPORT AVENUE Motion carried 5-0. 600-25 7. APPROVAL OF DESIGN REVIEW AND AUTHORIZING BID ADVERTISEMENT FOR POLICE DEPARTMENT EVIDENCE ENCLOSURE Christine Shingleton, Assistant Executive Director, reported this project was a proposed 220 square foot open-air addition to the Police Department evidence enclosure located at the rear of the building adjacent to the parking structure. She stated that the current evidence storage area did not permit police officers to deposit evidence at night; however, the proposed enclosure would allow night evidence deposits. She said the estimated construction cost was approximately $10,500.00, which had been included in the general fund capital outlay budget. It was moved by Potts, seconded by Puckett, to adopt the following Resolution No. RDA 93-03 approving plans and specifications for subject project and directing the City Clerk to advertise for bids: RESOLUTION NO. RDA 93-03 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW FOR THE ADDITION OF AN OUTSIDE EVIDENCE ENCLOSURE TO THE EXISTING POLICE DEPARTMENT BUILDING AT 300 CENTENNIAL WAY AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS Motion carried 5-0. 910-20 8. TUSTIN LIBRARY PAINTING Christine Shingleton, Assistant Executive Director, reported that at the December 7, 1992 Agency meeting, staff presented a funding request for the Tustin Library for minor cosmetic improvements to establish consistency with the Civic Center expansion project. The Agency directed staff to explore, with the County, more substantive improvements and potential funding sources. DUe to special district funding losses, the Orange County Public Library district was expecting a substantial dollar loss resulting in the County suspending and/or deferring most facility maintenance requests. She stated that library improvements required additional study. and further negotiations with the County; however, staff recommended the library exterior be painted until future library improvements could be adequately planned. REDEVELOPMENT AGENCY MINUTES Page 3, 4-5-93 William Huston, Executive Director, stated that due to State law funding, the County library and fire districts were experiencing funding shortfalls. He noted the City owned the land under the library and when the City's lease with the library expired, the library would become a City asset, and exterior painting would enhance and protect a future City asset. Agency/staff discussion followed regarding lease expiration. It was moved by Puckett, seconded by Saltarel]i, to permit $11,000.00 of the 1992-93 design budget for the library renovation to be transferred to the construction budget of the Civic Center renovation project to permit painting of the exterior of the library. Motion carried 5-0. 910-30 9. OTHER BUSINESS A. TUSTIN MARKET PLACE PARKING STRUCTURE Chairperson Pro Tem Potts requested staff contact The Irvine Company regarding a parking structure at the Market Place. William Huston, Executive Director, stated The Irvine Company was aware of the parking problem at the Market Place and were investigating options to improve circulation and expansion. B. CITIZEN INITIATIVE - OPPOSE STATE RAIDING OF LOCAL FUNDING Chairperson Pro Tem Potts encouraged a citizen initiative to oppose State raiding of local funding. 10. ADJOURNMENT Chairperson Pontious adjourned the meeting at 9:50 p.m. The next regular meeting of the Redevelopment Agency was scheduled for Monday, April 19, 1993, 7:00 p.m., at the Tustin Area Senior Center.
