5. CONSIDERATION OF PEDESTRIAN ACCESS TO THE STEVENS SQUARE PARKING
STRUCTURE
Christine Shingleton, Assistant Executive Director, reported that
Chairperson Potts requested staff investigate the feasibility of
constructing a pedestrian access bridge to the Steven's Square
parking structure. She highlighted three potential sites
available for the access including City/Agency owned property at
450 E1 Camino Real; rear of buildings along Main Street; and Main
Street and E1 Camino Real. Approximately one year ago, the
Agency authorized negotiations with Mr. Lindquist, owner of
buildings along Main Street, to construct a parking structure
pedestrian bridge across the private alley at the rear of the
buildings. She stated that no alteration of the parking
structure could be made without the approval of the Steven's
Square Association, and to date, the Association had been
unwilling to support Mr. Lindquist's proposal and the Agency's
objectives in this matter. Staff believed that the site at Main
Street and E1 Camino Real provided the best alternative for the
pedestrian access and said that property owner, Jeff Thompson,
had indicated an interest in cooperating with staff to construct
the pedestrian access.
The following member of the audience spoke in favor of utilizing
property at Main Street and E1 Camino Real for the pedestrian

to proceed with an appropriate site plan for a pedestrian access
bridge from Main Street and E1 Camino Real to the Steven's Square

Association requesting progress on the matter.
