CALL TO ORDER The meeting was called to order by Chairperson Potts at 8:00 p.m. at the Tustin Area Senior Center, 200 South "C" Street, Tustin, California. 2. APPROVAL OF MINUTES - AUGUST 2, 1993 REGULAR MEETING It was moved by Pontious, seconded by Saltarelli, to approve the Redevelopment Agency Minutes of August 2, 1993. Motion carried 5-0. 4. APPROVAL OF DEMANDS It was moved by Pontious, seconded by Saltarelll, to approve Demands in the amount of $4,571,817.42. Motion carried 5-0. 380-10 5. STATUS OF AGENCY HOUSING REHABILITATION REPORT It was moved by Potts, seconded by Pucketa, to receive and file subject report. William Huston, Executive Director, noted that staff had received and processed several applications for the rehabilitation program on Alliance Street. Motion carried 5-0. 650-40 6. PROPOSED CONTRACT FOR PREPARATION OF A REDEVELOPMENT PLAN FOR THE TUSTIN MARINE CORPS AIR STATION Christine Shingleton, Assistant Executive Director, reported that with the anticipated closure of the Marine Corps Air Station, Tustin, staff began the Base Reuse Study process to consider the creation of a new redevelopment project area as a major source of revenue for the improvement of the infrastructure and demolition of facilities. She stated there was concern whether the site met the Community Redevelopment Law provisions of urbanized or privately- owned urbanized and staff and the City Attorney's office had contacted redevelopment specialist, Kane, Ballmer and Berkman for a legal opinion and they had stated the base was considered urbanized because of the uses on and surrounding the base. She REDEVELOPMENT AGENCY MINUTES Page 2, 8-16-93 said that Katz Hollis had been the Agency's redevelopment consultant and would provide all services required for the adoption of a redevelopment plan including preparation of a schedule of actions, advice, and assistance in processing the documents and coordinating the plan adoption process. It was moved bV Thomas, seconded by Pontious, to appropriate $67,400.00 from the South Central Redevelopment Project Area Capital Projects Fund and approve the contract with Katz Hollis for the preparation of a redevelopment plan for the Marine Corps Air Station, Tustin. Motion carried 5-0. 400-10 7. APPLICATION FOR ALLOCATION OF MORTGAGE CREDIT CERTIFICATES It was moved by Pontious, seconded by Saltarelli, to adopt the following Resolution No. RDA 93-11 finding that the Mortgage Credit Certificate Program will benefit both the Town Center and South Central Project Areas; and appropriate the following Town Center Project Area and South Central Project Area Housing Set-aside funds as part of the 1993-94 budget: (1) $3,000.00 in administrative costs for the Mortgage Credit Certificate Program to be assigned to the Town Center Project and $3,000.00 to be assigned to the South Central Project Area; and (2) $30,000.00 in potential penalty charges to be assigned to the Town Center Project Area and $30,000.00 to be assigned to the South Central Project Area. Pursuant to the requirements of the California Debt Limit Advisory Committee, the Finance Director shall deposit said amounts in a trust/security account: RESOLUTION NO. RDA 93-11 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE USE OF TAXES ALLOCATED FROM THE SOUTH CENTRAL PROJECT AREA AND FROM THE TOWN CENTER PROJECT AREA FOR THE MORTGAGE CREDIT CERTIFICATE PROGRAM OUTSIDE THE PROJECT AREAS WILL BE OF BENEFIT TO BOTH PROJECT AREAS Motion carried 5-0. 650-05 · 8. PUBLIC HEARING TO DISCUSS THE PROPOSED TUSTIN COMMUNITY REDEVELOPMENT AGENCY BUDGET FOR THE FISCAL YEAR 1993-94 Chairperson Potts opened the Public Hearing at 8:05 p.m. There were no speakers on the subject and the Public Hearing was closed. It was moved by Pontious, seconded byPotts, to direct staff to prepare a resolution to adopt the Draft 1993-94 Budget as amended by the Redevelopment Agency. Motion carried 5-0. 330-50 9. OTHER BUSINESS - None 10. ADJOURNMENT Chairperson Potts adjourned the meeting at 8:08 p.m. The next regular meeting of the Redevelopment Agency was scheduled for Tuesday, September 7, 1993, 7:00 p.m., at the Council Chambers, 300 Centennial Way.
