CALL TO ORDER The meeting was called to order by Chairperson Potts at 8:25 p.m. at the Council Chambers, 300 Centennial Way, Tustin, California. 2. ROLL CALL ... APPROVAL OF MINUTES - AUGUST 16, 1993 REGULAR MEETING It was moved by Puckett, seconded by Thomas, to approve the Redevelopmerit Agency Minutes of August 16, 1993. Motion carried 5-0. 4. APPROVAL OF DEMANDS It was moved by Puckett, seconded by Thomas, to approve Demands in the amount of $13,216.46. Motion carried 5-0. 380-10 5. DESIGN REVIEW 93-024, COURTYARD SHOPPING CENTER (DONAHUE SCHRIBER) It was moved by Puckett, seconded by Thomam, to table this item at the applicant's request. Motion carried 5-0. 600-25 6. SUBLEASE OF SECOND FLOOR OF CITY OFFICES AT 15222 DEL AMO AVENUE Richard Zimmer, Redevelopment Program Manager, noted the correct amount of rent in the sublease agreement should be $3,500.00 per month. It was moved by Puckett, seconded by Pontious, to approve a sublease of 10,243 square feet of office space at 15222 Del Amo Avenue, on a month-to-month basis, to Micro Electronics, Inc. (Micro Center) and authorize the Agency's Executive Director to execute the agreement. Motion carried 5-0. 400-10 7. ADOPTION OF AGENCY BUDGET FOR FISCAL YEAR 1993-94 It was moved by Puckett, seconded by Pontious, to adopt the following Resolution No. RDA 93-10, a Resolution of the Board of REDEVELOPMENT AGENCY MINUTES Page 2, 9-7-93 Directors of the Tustin Community Redevelopment Agency, adopting the Agency's 1993-94 budget of $9,039,086.00: RESOLUTION NO. RDA 93-10 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE AGENCY BUDGET AND APPROPRIATING FROM ANTICIPATED REVENUE OF THE AGENCY FOR THE FISCAL YEAR 1993-94 Motion carried 5-0. 400-10 8.DESIGN REVIEW 93-020 (MICRO CENTER) Dan Fox, Senior Planner, reported the applicant was proposing various site and existing building improvements to establish a computer retail store. He stated the site was located in the South Central Redevelopment Project Area on the southwest corner of Edinger and Del Amo Avenues. He summarized the improvements including: landscaping, tower height, stucco wall, parking lot repaving/restriping, and a pole sign. Agency/staff discussion followed regarding Edinger Avenue widening. Dan Fox noted that the property owner would be providing an Irrevocable Offer of Dedication for the street right-of-way. It was moved by pontious, seconded by Saltarelli, to approve the Environmental Determination for the project by adopting the following Resolution No. RDA 93-12: RESOLUTION NO. RDA 93-12 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE PACIFIC CENTER EAST SPECIFIC PLAN (FINAL EIR 90-1) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR DESIGN REVIEW 93-020 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Motion carried 5-0. It was moved by Pontious, seconded by Saltarelli, to approve Design Review 93-020 by adopting the following Resolution No. RDA 93-13: RESOLUTION NO. RDA 93-13 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 93-020 (MICRO CENTER) FOR VARIOUS SITE AND BUILDING IMPROVEMENTS AT 1100 EDINGER AVENUE 330-75 Motion carried 5-0. 9. LETTER OF UNDERSTANDING WITH MICRO CENTER It was moved by Puckett, seconded by Pontious, to approve a Letter of Understanding with Micro Center regarding Micro Center's r~quest for financial assistance and authorize the Executive Director to sign and transmit to Micro Center the subject Letter of Understanding- 600-25 Motion carried 5-0. 10. OTHER BUSINESS - None 11. ADJOURNMENT Chairperson Potts adjourned the meeting at 8:30 p.m. The next regular meeting of the Redevelopment Agency was scheduled for Monday, September 20, 1993, 7:00 p.m., at the Council Chambers, 300 Centennial Way.
