CALL TO ORDER The meeting was called to order by Chairperson Pontious at 9:40 p.m. at the Tustin Area Senior Center, 200 South "C" Street, Tustin, California. 2. ROLL CALL Members Present: Leslie Anne Pontious, Chairperson ! Jim Potts, Chairperson Pro Tem ! Charles E. Puckett Thomas R. Saltarelli Jeffery M. APPROVAL OF MINUTES - AUGUST 17, 1992 REGULAR MEETING It was moved by Puckett, seconded by Potts, to approve the ~ Redevelopment Agency Minutes of August 17, 1992. ! Motion carried 5-0. 4. APPROVAL OF DEMANDS It was moved by Puckett, seconded by Potts, to approve Demands in the amount of $694,779.73. Motion carried 5-0. 380-10 5. DESIGN REVIEW 92-037, COLUMBUS TUSTIN PARK GYMNASIUM Christine Shingleton, Assistant City Manager, reported on July 16, 1992, the Parks and Recreation Commission approved the proposed gymnasium, and on August 24, 1992, the Planning Commission recommended authorization of improvements of the gymnasium. She highlighted the construction including: full-size court gymnasium; pull-out seating; restrooms; locker rooms; outdoor patio/trellis area; parking lot; architectural style; and finish materials. Susan Jones, Recreation Superintendent, and Ed Elowe, Project Manager, summarized classroom space and specific construction designs and timeline. It was moved by Puckett, seconded by Thomas, to ~pprove the Environmental Determination for the project by adopting the following Resolution No. RDA 92-12; approve Design Review 92-037 by adopting the following Resolution No. RDA 92-13; and authorize the commencement of working drawings for the project: RESOLUTION NO. RDA 92-12 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL IMPACT REPORT (EIR 88-2) FOR THE SECOND AMENDMENT TO THE AMENDED REDEVELOPMENT PLAN FOR THE TOWN CENTER REDEVELOPMENT PROJECT AREA IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR DESIGN REVIEW 92-037 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT REDEVELOPMENT AGENCY MINUTES Page 2, 9-8-92 RESOLUTION NO. RDA 92-13 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 92-037 AUTHORIZING THE CONSTRUCTION OF A NEW 16,000 SQUARE FOOT GYMNASIUM AND RELATED SITE IMPROVEMENTS ON THE PROPERTY LOCATED AT 14632 PROSPECT AVENUE Motion carried 5-0. 600-25 6. DESIGN REVIEW 92-024, RUBY'S DINER Christins Shingleton, Assistant City Manager, reported that the: applicant requested remodeling the facade of the existing= restaurant located at 13102 Newport Avenue. She stated that renovation plans for the restaurant were not structurally integrated with the other buildings in Packers Square; however, the Planning Commission found that the requested modifications to the structure were appropriate, and that the proposed project would be compatible with structures in the surrounding neighborhood. It was moved by Potts, seconded by Saltarelli, to approve Design Review 92-024 by adopting the following Resolution No. RDA 92-14: RESOLUTION NO. RDA 92-14 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING DESIGN REVIEW 92-024, AUTHORIZING THE EXTERIOR REMODELING OF AN EXISTING RESTAURANT LOCATED AT 13102 NEWPORT AVENUE Motion carried 5-0. 600-25 7. CIVIC CENTER EXPANSION PROJECT TREE REMOVAL It was moved by Puckett, seconded by Thomas, to receive and file subject report. Motion carried 5-0. 910-30 8. OTHER BUSINESS - None 9. CLOSED SESSION Mayor Pontious announced a Closed Session would be held pursuant to Government Code Section 54956.8 regarding possible acquisition of property at 14932 Newport Avenue, Home Federal Savings. 10.
