REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY

1. CALL TO ORDER
The meeting was called to order by Chairperson Edgar at 8:10 p.m.
in the City Council Chambers, 300 Centennial Way, Tustin,
California.

3. APPROVAL OF MINUTES - JANUARY 21, 1991 REGULAR MEETING
It was moved bv Puckett, seconded by Potts, to approve the
Redevelopment Agency Minutes of January 21, 1991.
Motion carried 5-0.
4. COMPLIANCE WITH AB 265 CONCERNING "SET ASIDE" FUNDS FOR LOW AND
MODERATE INCOME HOUSING - TOWN CENTER REDEVELOPMENT PROJECT
Christine Shingleton, Director of Community Development, reported
State law amendments required redevelopment projects set aside a
minimum of 20% of tax increment into a low and moderate income
housing fund. This 20% set aside provision applied only to
redevelopment projects adopted after 1977 and since the Town Center
Redevelopment Project was adopted prior to 1977, it was not
previously subject to the set aside requirement; however, provision
in the California Health and Safety Code requires that all
projects, regardless of their adoption date, comply with the
requirement. Legislation states that an agency may deposit less
than the 20% required if a portion of these funds are needed to
meet existing obligations or necessary to provide for the
completion of public and private projects.
Mayor Edgar said funds were accumulating in the southcentral area
and asked if the City had an estimate when the funds would be
obligated.
Christine Shingleton replied a program had been established for
expenditure within five years of accumulating surplus resources in
excess of $500,000. The City was working on a project that would
provide possible exchange of resources with the Marine Corps for
provision of low and moderate income housing. A more comprehensive
program for use of the remaining funds would be presented to the
Council in the near future.
It was moved by Potts, seconded by Puckett, to adopt the following
Resolution Nos. RDA 91-1 and RDA 91-2:

REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, REGARDING
THE READOPTION OF A STATEMENT OF EXISTING OBLIGATIONS OR PROGRAMS
OR BOTH IN CONNECTION WITH THE IMPLEMENTATION OF THE TOWN CENTER
REDEVELOPMENT PROJECT

5. DESIGN REVIEW 89-69 (CHELSEA'S CAFE)
Christine Shingleton, Director of Community Development, stated
this was a request to authorize construction of an approximate 1400
square foot addition onto Chelsea's. The architectural design was
consistent and compatible with the existing redevelopment project
area.
It was moved by Puckett, seconded by Pontious, to adopt the
following Resolution No. RDA 91-3 approving Design Review 89-69:
RESOLUTION NO. RDA 91-3 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING
DESIGN REVIEW 89-69 FOR THE EXPANSION OF THE RESTAURANT LOCATED AT
1481 EDINGER AVENUE
Motion carried 5-0. 60

7. ADJOURNMENT
At 8:15 p.m., Mayor Edgar adjourned the meeting and announced the
next regular meeting of the Redevelopment Agency was scheduled for
Tuesday, February 19, 1991, at 7:00 p~/~
