CALL TO ORDER The meeting was called to order by Chairperson Edgar at 8:30 p.m. in the City Council Chambers, 300 Centennial Way, Tustin, California. 2. ROLL CALL Members Present: Richard B. Edgar, Chairperson Charles E. Puckett, Chairperson Pro Tem Leslie Anne Pontious Jim Potts Members Absent: Earl J. Prescott Others Present: William A. Huston, Executive Director/City Manager James G. APPROVAL OF MINUTES - REGULAR MEETING, JULY 2, 1990 It was moved by Puckett, seconded by Pontious, to approve the Minutes of July 2, 1990. ~ Motion carried 4-0, Prescott absent. ' 4. APPROVAL OF DEMANDS It was moved by Puckett, seconded by Pontio~, to approve demands in the amount of $11,330.92. Motion carried 4-0, Prescott absent. 60 5. DESIGN REVIEW 90-19, COLUMBUS TUSTIN PARK - PHASE IIA It was moved by Puckett, seconded by Pontious, to adopt the following Resolution No. RDA 90-08, approving the Environmental Determination for Design Review 90-19: RESOLUTION NO. RDA 90-08 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT FINAL ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE SECOND AMENDMENT TO THE TOWN CENTER REDEVELOPMENT PLAN (FINAL EIR 88-2) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR DESIGN REVIEW 90-19 AND ALL FEASIBLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Motion carried 4-0, Prescott absent. It was moved by Puckett, seconded by Pontions, to adopt the following Resolution No. RDA 90-09, approving Design Review 90-19: RESOLUTION NO. RDA 90-09 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CONDITIONALLY APPROVING DESIGN REVIEW 90-19 FOR PHASE IIA OF COLUMBUS TUSTIN PARK Motion carried 4-0, Prescott absent. 60 6. REVISION TO DESIGN REVIEW 88-20 (15642 PASADENA AVENUE) Steve Rubin, Associate Planner, gave a background report outlining subject project. Redevelopment Agency Minutes Page 2, 7-16-90 It was moved by Puckett, seconded by Pontious, to adopt the following Resolution No. RDA 90-10, recertifying the Final Negative Declaration as adequate for the revision to Design Review 88-20: RESOLUTION NO. RDA 90-10 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, RECERTIFYING THE FINAL NEGATIVE DECLARATION FOR DESIGN REVIEW 88-20 AS ADEQUATE FOR A REVISION TO SAID DESIGN REVIEW, INCLUDING REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Motion carried 3-1, Potts opposed, Prescott absent. It was moved by Puckett, seconded by Pontious, to adopt the following Resolution No. RDA 90-11, approving revised architectural design and site plan for Design Review 88-20: RESOLUTION NO. RDA 90-11 - A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING A REVISION TO THE ARCHITECTURE FOR DESIGN REVIEW 88-20 AUTHORIZING CONSTRUCTION OF AN 11 UNIT APARTMENT PROJECT AT 15642 PASADENA AVENUE Motion carried 3-1, Potts opposed, Prescott absent. 60 7. EDINGER AVENUE STORM DRAIN IMPROVEMENTS (PROJECT NO. 900026) It was moved by Pontious, seconded by Puckett, to authorize the Tustin City Council and City staff to administer the contract and construction of the Edinger Avenue storm drain improvements. Motion carried 4-0, Prescott absent. 868 8. AGENCY NEGOTIATIONS - RED HILL CENTER Christine Shingleton, Director of Community Development, gave a brief report outlining the preliminary discussions with the property owner. It was moved by Puckett, seconded by Pontious, to authorize staff to initiate negotiation with the owner of the Red Hill Center located at 12932 Newport Avenue in the vicinity of old Irvine Boulevard. Motion carried 4-0, Prescott absent. 60 9.OTHER BUSINESS - None 10. ADJOURNMENT At 8:40 p.m., the meeting was adjourned to the next Regular Meeting on August 6, 1990, at 7:00 p.m. RICHARD B.
