REGULAR MEETING OF THE REDEVELOPMENT AGENCY
CITY OF TUSTIN, CALIFORNIA
OCTOBER 1, 1990
1. CALL TO ORDER
The meeting was called to order by Chairperson Pro Tem Puckett at
7:25 p.m. in the City Council Chambers, 300 Centennial Way, Tustin,
California.

3. APPROVAL OF MINUTES - SEPTEMBER 17, 1990 REGULAR MEETING
It was moved by Prescott, seconded by Pontious, to approve the
Redevelopment Agency Minutes of September 17, 1990.
Motion carried 4-0, Edgar absent.
4. APPROVAL OF DEMANDS
It was moved by Prescott, seconded by Pontious, to approve demands
in the amount of $480,141.00.

5. CIVIC CENTER EXPANSION - LIBRARY DESIGN COSTS
Christine Shingleton, Director of Community Development, reported
the Orange County Library Department supported the proposed changes
to the Civic Center site and wanted to commit to similar library
facade improvements. The Library Department would request that the
Board of Supervisors include the alteration funds in the budget;
however, with current County budget limitations, funds may not be
available for the architectural design costs of the facade
improvements. The Library Department requested the design costs be
funded from the Redevelopment Agency budget and she stated the
following qualifiers would apply: City/County lease agreements be
modified prior to transference of money, insure design compatibility
by use of the City's architect, and cost will be a definite "not to
exceed" amount. She cautioned the Council that with current County
budget restrictions, the Library Department could not be guaranteed
the facade improvement funding and she recommended continued
lobbying of the Board of Supervisors as to the importance of
continuity between the Library and Civic Center sites.
The following member of the audience spoke in opposition to the
amount of the proposed contribution:
Zipora Shifberg-Mencher, 16282 Main Street #3B, Tustin
It was moved by Pontious, seconded by Potts, to approve a
contribution to the County Library for design costs of the Civic
Center Library facade modifications not to exceed $50,000 subject
to stated conditions.

6.OTHER BUSINESS
1. IMPACT UPON REDEVELOPMENT FUNDS FROM ADOPTED STATE BUDGET
Councilmember Pontious questioned if there was any impact to the
City's Redevelopment Agency funds from the adopted State budget.
Staff replied there was no impact on the Redevelopment Agency
budget.
7. ADJOURNMENT
'At 7:30 p.m., the meeting was adjourned to the next Regular Meeting
on October 15, 1990, at 7:00 p.m.
