CALL TO ORDER The meeting was called to order by Chairperson Edgar at 8:28 p.m. in the City Council Chambers, 300 Centennial Way, Tustin, California. 2. ROLL CALL Members Present: Richard B. Edgar, Chairperson Charles E. Puckett, Chairperson Pro Tem ~' Leslie Anne Pontious ~ Jim Potts - Members Absent: Earl J. Prescott Others Present: Royleen A. White, Acting City Manager/Exec. Dir. James G. Rourke, City Attorney Mary E. Wynn, Recording Secretary/City Clerk Rita Westfield, Asst. Dir./Community Development W. Douglas Franks, Chief of Police Ronald A. Nault, Finance Director Dana Kasdan, Engineering Services Manager Valerie Whiteman, Chief Deputy City Clerk Irma Hernandez, Administrative Assistant Julie Carter, Administrative Assistant Approximately 20 in the audience 3. APPROVAL OF MINUTES - DECEMBER 3, 1990 REGULAR MEETING It was moved by Puckett, seconded by Pontious, to approve the Redevelopment Agency Minutes of December 3, 1990. Motion carried 4-0, Prescott absent. 4. APPROVAL OF DEMANDS It was moved by Puckett, seconded by Pontious, to approve Demands in the amount of $2,704.64. Motion carried 4-0, Prescott absent. 60 5. REQUEST FOR SUPPLEMENTAL BUDGET APPROPRIATION (UTILITY POLE, MAIN/ NEWPORT) It was moved by Puckett, seconded by Potts, to authorize a supplemental 1990-91 budget appropriation in the amount of $21,600.00 for the undergrounding of overhead utilities and the removal of one utility pole at the southeasterly corner of Main Street and Newport Avenue. Motion carried 4-0, Prescott absent. 60 6. PACIFIC CENTER EAST ENVIRONMENTAL IMPACT REPORT It was moved by Puckett, seconded by Pontious, to adopt the following Resolution No. RDA 90-12 certifying the Final Environmental Impact (EIR) report for the Pacific Center East project as adequate and complete: RESOLUTION NO. RDA 90-12 - A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY FINDING THAT THE ENVIRONMENTAL IMPACT REPORT 90-01 (SCH #89091320) PREPARED FOR THE PACIFIC CENTER EAST PROJECT IS ADEQUATE WITH THE INCORPORATION OF ALL RESPONSES TO COMMENTS AND CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT 90-01 Motion carried 4-0, Prescott absent. 60 7. TUSTIN COMMUNITY REDEVELOPMENT AGENCY ANNUAL FINANCIAL REPORT It was moved by Potts, seconded by Pontious, to receive and file subject report.
