OF THE REDEVELOPMENT AGENCY OF
THE CITY OF TUSTIN, CALIFORNIA
MAY 15, 1989
1. CALL TO ORDER
The meeting was called to order by Chairperson Kennedy at 9:20 p.m.
in the City Council Chambers, 300 Centennial Way, Tustin,
California.
2. ROLL CALL

3. APPROVAL OF MINUTES - MAY 1, 1989, REGULAR MEETING
It was moved by Edqar, seconded by Prescott., to approve the Minutes
of May 1, 1989. The motion carried 4-0, Hoesterey absent.
4. APPROVAL OF DEMANDS IN THE AMOUNT OF $96,706.68
It was moved by Edqar, seconded by Prescott, to approve subject
, demands in the amount of $96,706.68. The motion carried 4-0,
Hoesterey absent. 60
5. DESIGN REVIEW 88-56 (EL CAMINO ENTERPRISES)
It was moved by Edqar, seconded by Prescot~ to approve the
following: '
1. Certify the Negative Declaration for Design Review 88-56 by the
adoption of the following Resolution No. RDA 89-13:
RESOLUTION NO. RDA 89-13 - A RESOLUTION OF THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA,
CERTIFYING THE FINAL NEGATIVE DECLARATION AS ADEQUATE FOR
DESIGN REVIEW 88-56, INCLUDING REQUIRED FINDINGS PURSUANT TO
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
2. Approve Design Review 88-56 by the adoption of the following
Resolution No. RDA 89-14, subject to the conditions contained
in Exhibit A of Planning Commission Resolution No. 2591:
RESOLUTION NO. RDA 89-14 - A RESOLUTION OF THE COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA,
APPROVING DESIGN REVIEW 88-56, AUTHORIZING CONSTRUCTION OF A
~ 5,737 SQUARE FOOT PROFESSIONAL OFFICE BUILDING AT 705 EL CAMINO

The motion carried 4-0, Hoesterey absent. 60
6. OFFER TO PURCHASE PROPERTY (PARCEL 10 - EL CAMINO REAL)
Christine Shingleton, Director of Community Development, reported
that Mr. Eric Cernich had been properly notified of this agenda
item and there were several options for action available to the
Agency.
Mayor Pro Tem Edgar stated he was against selling the property and
wanted the parcel held to enhance the quality of development
adjacent to the property.

Councilman Prescott thought the parcel could be utilized as E1
Camino access to the parking structure.
Councilman Kelly said E1 Camino resembled a ghost town and
supported new development. Councilman Kelly's motion to negotiate
a sale of the property died for lack of a second.
It was moved by Edqar, seconded by Prescott, to reta in the
property.
Mayor Kennedy thought the Council had an obligation to proceed
carefully with development in the heart of the community and she
was agreeable to possible lot consolidation.
The motion carried 3-1, Kelly opposed, Hoesterey absent. 60
7. CERTIFICATE OF CONFORMANCE FOR RED HILL CENTER AND GRISET PROPERTY
ON NEWPORT AVENUE AT OLD IRVINE BOULEVARD
It was moved by Edqar, seconded by Kelly, to receive and file
subject report.
Council/staff discussion followed regarding certificates of
conformance precluding use of friendly condemnation for tax
benefits and written notification of issuances of certificates of
comformance.
The motion carried 4-0, Hoesterey absent. 60
8.OTHER BUSINESS - None
9. ADJOURNMENT
At 9: 30 p.m. , the meeting was adj ourned to the next Regular Meeting
on Monday, June 5, 1989, at 7:00 p.m.
