Councilman Edgar clarified that during the workshop, Councilman Kelly had voiced two concerns: maintenance of the power of eminent domain and expansion of the Redevelopment boundary. Councilman Edgar felt that eminent domain for acquisition of property, which had not been used in the twelve years of the Redevelopment Agency, enabled businesses to have ~ a tax advantage and that was a strong case for continuing the eminent ' domain provision. At the same time, the Agency needed to be very judicious in exercising that right. The other issue of boundary expansion would give the opportunity to spend the funds on other developments, however, expansion would also cause other taxing agencies to dilute the effectiveness of the Agency's economic advantage. The motion carried 3-1, Kelly opposed and Prescott abstained. 81 6.
