OF THE REDEVELOPMENT AGENCY OF
THE CITY OF THSTIN, CALIFORNIA
AUGUST 1, 1988
1. CALL TO ORDER
The meeting was called to order by Chairman Hoesterey at 8:44 p.m. in
the City Council Chambers, 300 Centennial Way, Tustin, California.

3. APPROVAL OF MINUTES - JULY 18, 1988, REGULAR MEETING
It was moved by Edgar, seconded by Kennedy, to approve the minutes of
July 18, 1988. The motion carried 5-0.
4. APPROVAL OF DEMANDS IN THE AMOUNT OF $541,245.97
It was moved by Edgar, seconded b~Kennedy, to approve subject demands
in the amount of $541,245.97. The motion carried 5-0. 60
5. AUTHORIZATION TO TRANSMIT SECOND AMENDMENT TO TOWN CENTER REDEVELOPMENT
PLAN, PRELIMINARY REPORT AND DRAFT ENVIRONMENTAL IMPACT REPORT TO
AFFECTED TAXING AGENCIES
Councilman Edgar stated that a workshop had been held earlier that
afternoon and the Agency had an opportunity to resolve many questions.
It was moved by Edgar, seconded by Kennedy, to adopt the following:
RESOLUTION NO. RDA 88-07 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY RECEIVING AND AUTHORIZING CIRCULATION OF DRAFT
ENVIRONMENTAL IMPACT REPORT FOR THE SECOND AMENDMENT TO THE AMENDED
REDEVELOPMENT PLAN FOR THE TUSTIN TOWN CENTER AREA REDEVELOPMENT
PROJECT, AND' SETTING A PUBLIC HEARING THEREON, AND AUTHORIZING
PUBLICATION OF NOTICE OF COMPLETION, AND AVAILABILITY OF DRAFT EIR AND
PUBLIC HEARING THEREON
RESOLUTION NO. RDA 88-08 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY APPROVING THE PRELIMINARY REPORT FOR THE SECOND
AMENDMENT TO THE AMENDED REDEVELOPMENT PLAN FOR THE TOWN CENTER AREA
REDEVELOPMENT PROJECT
RESOLUTION NO, RDA 88-09 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY RECEIVING THE PROPOSED SECOND AMENDMENT TO THE
AMENDED REDEVELOPMENT PLAN FOR THE TOWN CENTER AREA REDEVELOPMENT
PROJECT, AND AUTHORIZING TRANSMITTAL OF PROPOSED SECOND AMENDMENT TO
AFFECTED TAXING AGENCIES, THE FISCAL REVIEW COMMITTEE AND THE PLANNING
COMMISSION

Councilman Kelly felt he had not received cooperation on his future
plans involving the Agency and, therefore, could not support the
adoption of the Resolutions.
Councilman Edgar clarified that during the workshop, Councilman Kelly
had voiced two concerns: maintenance of the power of eminent domain and
expansion of the Redevelopment boundary. Councilman Edgar felt that
eminent domain for acquisition of property, which had not been used in
the twelve years of the Redevelopment Agency, enabled businesses to have ~
a tax advantage and that was a strong case for continuing the eminent '
domain provision. At the same time, the Agency needed to be very
judicious in exercising that right. The other issue of boundary
expansion would give the opportunity to spend the funds on other
developments, however, expansion would also cause other taxing agencies
to dilute the effectiveness of the Agency's economic advantage.
The motion carried 3-1, Kelly opposed and Prescott abstained. 81
6. DESIGN REVIEW NO, 88-15 FOR A TWO-UNIT ADDITION TO AN EXISTING APARTMENT
COMPLEX LOCATED 17282-92 KENYON AVENUE
Christine Shingleton, Director of Community Development, said this is a
proposed construction of two residential units on an existing parcel
that currently contains 10 units located on the south side of Kenyon
Street. The applicant is also providing 14 additional covered parking
spaces to bring the property into complete compliance with current
zoning codes. She gave additional information on the exterior design
and landscape plans for the project.
After a brief discussion regarding the subject property, it was moved by
Edgar, seconded b~ Hoestere~, to adopt the following:

AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING CONSTRUCTION OF ~'~
TWO 1093 SQUARE FOOT APARTMENT UNITS AT 17282-92 KENYON AVENUE (DESIGN
REVIEW 88-15)
The motion carried 5-0. 81
