CALL TO ORDER " The: meeting was called to order at 8:25 p.m. by Chairman Greinke in the ~ City Council Chambers, 300 Centennial .Way, Tustin, California. ~ ~ 2. APPROVAL OF MINUTES It was moved by Hoesterey, seconded by Edgar, to approve Minutes of the February 3, 1986, Regular Meeting. Motion carried 5-0. 4. APPROVAL OF DEMANDS - JANUARY, 1986 ~ -,~ It was moved by Hoesterey, seconded by Edgar, to approve demands in the amount of $568,217.16 for the month of January, 1986, as recommended by the Director of Finance. The motion carried 5-0. 60 5. DESIGN REVIEW FOR USE PERMIT 86-5 - RESOLUTION NO. RDA 86-2 Chairman Pro Tem Saltarelli concurred with the staff recommendation contai ned i n the i nter-com prepared by the Community Development Department dated February 18, 1986. However, he stated preference that 10 of the 15 spaces which were deleted for landscaping be put back in. It was then moved by Saltarelli, seconded by Hoesterey, to adopt the following with inclusion of 10 parking spaces in place of landscaping: RESOLUTION NO. RDA 86-2- A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE SITE PLAN AND ARCHITECTURAL DESIGN OF A 160 UNIT RESIDENTIAL CONDOMINIUM PROJECT AT THE SOUTHERLY TERMINUS OF NEWPORT AVENUE IN THE PLANNED DEVELOPMENT DISTRICT Agency member Kennedy expressed project disapproval for the following reasons: i 1) The Agency has had three opportunities to deny a high-density project T~ at this location; "~' 2) The proximity of the freeway, the propane station, and the railroad tracks; 3) The dead-end which the City is now petitioning PUC to open as an at-grade crossing; Tustin has enough of this type development; and ~ The project creates a brand-new slum that the City will have to take care of in 20 years.
