JORDAN, CHIEF OF POLICE SUBJECT: ADOPT RESOLUTION NO. 12 -87 DESIGNATING THE CITY'S AUTHORIZED AGENT FOR THE PURPOSE OF OBTAINING EMERGENCY MANAGEMENT PROGRAM GRANT FUNDING PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY THROUGH THE CALIFORNIA EMERGENCY MANAGEMENT AGENCY SUMMARY The California Emergency Management Agency (CaIEMA) requires a City resolution on file to designate the City's representative for the Emergency Management Program Grant. Program funds will be utilized to make various improvements to the City's Emergency Preparedness Program. RECOMMENDATION It is recommended that the City Council Adopt Resolution No. 12 -87 designating the Chief of Police as the City's authorized agent for the Emergency Management Program Grant. FISCAL IMPACT The City is currently eligible for a minimum of $14,834.00. The grant program requires a 100% match which will be provided through the Adopted FY 2012 -2013 Police Department Operating Budget. BACKGROUND The CaIEMA and the Orange County Sheriff's Department are requesting local agencies to apply for the Department of Homeland Security Emergency Management Program Grant (EMPG). This annual grant program provides funding to local agencies on a per capita basis for emergency management staff, programs and equipment. This year the City is entitled to receive a minimum of $14,834.00. Staff intends to utilize these funds to make improvements to the City's Emergency Preparedness Program in the Police Department. The improvements will include computer aided dispatch and multimedia capabilities required for emergency responders. The CaIEMA requires that the grant application and other related documents must be signed by an authorized agent designated by the City Council. Approval of this resolution will designate and authorize the Chief of Police as the City's agent for this grant program. SCOTT M. JO bAN Chief of Polic Attachment: Resolution 12 -87 RESOLUTION NO. 12 -87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA DESIGNATING THE CITY'S AUTHORIZED AGENT FOR THE PURPOSE OF OBTAINING EMERGENCY MANAGEMENT PROGRAM GRANT FUNDING PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY THROUGH THE CALIFORNIA EMRGENCY MANAGEMENT AGENCY WHEREAS, The Federal Department of Homeland Security provides funding for State and Local Emergency Planning, Preparedness and Response programs; and WHEREAS, the State of California Emergency Management Agency requires local agencies to designate an agent(s) to represent the local agency in matters pertaining to the Emergency Management Program Grant (EMPG) program; and WHEREAS, The City of Tustin desires to participate in the 2012 Emergency Management Program Grant program; and WHEREAS, the Tustin Police Department is responsible for management of the City's Emergency Preparedness programs. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it determines and orders as follows: That the City Council of the City of Tustin, hereby designates and authorizes the Chief of Police to execute for and on behalf of the City of Tustin, a public entity established under the laws of the State of California, any actions necessary for the purpose of obtaining federal financial assistance provided by the Federal Department of Homeland Security and subgranted to the County of Orange through the State of California.
