CALL TO ORDER The meeting was call ed to order by Chairman Hoesterey at 7:16 p.m. in the City Council Chambers, 300 Centennial Way, Tustin, California. 2. ROLL CALL Agency Members Present: Ronald B. Hoesterey, Chairman Ursula E. Kennedy, Chairperson Pro Tem Richard B. Edgar Frank H. Greinke Donald J. Saltarelli Agency Members Absent: None Others Present: James G. RoUrke, City Attorney William A. Huston, Exec. Director/City Manager Mary E. Wynn, Recording Secretary/City Clerk Ronald A. Nault, Director of Finance Alan G. Warren, Senior Planner Robert S. Ledendecker, Director of Public Works Charles R. Thayer, Chief of Police Approximately 10 in the audience 3. APPROVAL OF MINUTES It was moved by Kennedy, seconded by Saltarelli, to approve the minutes of the September 6, 1983, meeting. Carried 5-0. 4, APPROVAL OF DEMANDS It was moved by Kennedy, seconded by Edgar, to approve General Demands in "'" the amount of $14,720.88 for August, 1983, as recommended by the Director , of Finance. Carried 5-0. 81 AGENDA ORDER 6, DESIGN REVIEW - PROPOSED MOTEL ON LAGUNA ROAD Agency members concurred to consider this item out of order per the appli- cant's request. The Director of Community Development presented the staff report as con- tained in the inter-com dated September 19, 1983, prepared by the Com- munity Development Department. The Director noted plan revisions made by Mr. Pierce as recommended by the Agency pertaining to access, security, and architectural design. A question-and-answer period followed. Richard Pierce, 14771 Plaza Drive, project applicant, spoke in favor of the proposal, and stated Agency recommendations were incorporated into the revised plans. Dr. Hans Vogel, Director of Legal Affairs for Tustin Unified School Dis- trict, stated that although the Board of Education has taken no position on the proposed project, they do have concerns relative to parking and safety of students from the standpoint of traffic. It was moved by Saltarelli, seconded by Edgar, to approve the project as revised. Mr. Greinke voiced concerns relative to the "big rig" truck parking prob- lem in the project area and felt the proposal would compound same. Chair- person Pro Tem Kennedy voiced concerns relative to parking and the loC~- tion of the proposed motel at a T-intersection, across from :a h~gh school adjacent to a freeway, and on a narrow curving road. ' Mr. Sal tarelli noted that architectural review is a separate issue from concerns expressed by Agency members. In response to Mr. Edgar, the City Attorney stated that if the Agency felt the entire project was inappro- priate for the area, it could recommend to the City Council to consider REDEVELOPMENT AGENCY MINUTES Page 2, 9-19-83 rezoning to require a use permit for subject use which would give the City control of property development, which is virtually non-existent now. Agency discussion followed. Mr. Pierce responded to Agency member ques- tions. Police Chief Thayer provided input relative to parking. A substitute motion was made by Kennedy, seconded by Greinke, to recommend to the City Council adoption of an urgency ordinance to place motels under use permit procedure. Mr. Sal tarelli expressed his opposition to the substitute motion. Mr. Edgar felt reluctant to recommend an urgency ordinance. Mr. Sal tarelli noted that a motel down the street recently underwent major expansion without any comment/concerns about providing truck parking. Chairman Hoesterey stated his hesitance to request an urgency ordinance. The substitute motion died 2-3, Edgar, Hoesterey, and Saltarelli opposed. A second substitute motion was made by Greinke, seconded by Kennedy, to continue the matter to October 5 for further input from the Board of Edu- cation and surrounding residents. Following further Agency discussion and staff input, the second substitute motion carried 3-2, Hoesterey and Saltarelli opposed. 81 Dr. Vogel, Tustin Unified School District, clarified that it is the School District's position not to influence Agency action on the issue in any way. He stated that Mr. Pierce will probably have more problems with students than the School District will have with motel users, from the standpoint of parking due to the Tustin High stadium being the only stadium in the School District, which is used heavily and generates ,a great deal of traffic. RECESS - CITY COUNCIL; RECONVENED It was moved by Edgar, seconded by Greinke, to recess back to the City Council. Carried 5-0. The Redevelopment Agency meeting was reconvened at 9:55 p.m. with all members present. S. TUSTIN CONDOMINIUMS - USE PERMIT NO. 83-16 (Southerly Terminus of Newport Avenue) As recommended in the inter-com report dated September 19, 1983, prepared by the Community Development Department, it was moved by Edgar, seconded. by Sal tarelli, to approve architectural review of Use Permit 83-16. Carried 5-0. 81 7. OTfER BUSINESS Agency members set a workshop date for November 1, 1983, at 7:00 p.m. 8. ADJOURNMENT At 9:59 p.m., it was moved by Edgar, seconded by Greinke, to adjourn to the next Adjourned Regular Meeting on Wednesday, October 5, 1983. Motion. carried 5-0. ~HAi~iRAN(-~b
