SUBJECT: ADOPT RESOLUTION NO. 12 -98 TO APPROVE THE SUBMITTAL OF
REGIONAL CAPACITY PROGRAM PROJECT APPLICATIONS TO THE
ORANGE COUNTY TRANSPORTATION AUTHORITY
SUMMARY
City Council adoption of Resolution No. 12 -98 will approve submittal of the City's project
applications for Renewed Measure M funds (Measure M2) under the Comprehensive
Transportation Funding Program (CTFP), 2013 Call for Projects for the Regional Capacity
Program. The Orange County Transportation Authority (OCTA) requires City Council approval as
part of the application process.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 12 -98 approving the submittal of
various project applications to the Orange County Transportation Authority (OCTA) for funding
under the Renewed Measure M Comprehensive Transportation Funding Program 2013 Call for
Projects for the Regional Capacity Program, listing Warner Avenue Extension (Red Hill to Tustin
Ranch Road) and Armstrong Avenue Extension (Warner Avenue to Barranca Parkway)
transportation improvement projects.
FISCAL IMPACT
The minimum local agency match requirement per the guidelines and program objectives is 25 %,
project scoring increases with higher local match contribution. Should the proposed project
applications be approved for funding by the OCTA, the following local match contribution will be
required per project:

DISCUSSION
Renewed Measure M (Measure M2) is a 30 -year, multi - billion dollar program extension of the
original Measure M (approved in 1990) with a new slate of planned projects and programs.
Measure M2 is comprised of a number of components such as: Project O (Regional Capacity
Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share
Program), and the Transit Program (Projects S, T, V, and W).
The Comprehensive Transportation Funding Program (CTFP) represents a collection of
competitive grant programs offered to local agencies with a common set of guidelines and project
evaluation criteria. OCTA is responsible for planning and coordination of county regional
transportation components, and administering a variety of funding sources including Renewed
Measure M, state /federal gas taxes and Transportation Development Act (TDA) revenues. The
CTFP allocates funds through a competitive call based on criteria approved by the OCTA Board of
Directors.
The 2013 Call for Projects is the third annual call for Project O — the Regional Capacity Program
(RCP) under Measure M2's CTFP and covers fiscal years 2013/14 through 2015/16. This call will
provide approximately $35 million for street and road improvements across Orange County.
Monies will be provided for the following three RCP funding programs during this call for projects:
Arterial Capacity Enhancements (ACE), Intersection Capacity Enhancements (ICE), and Freeway
Arterial /Streets Transitions (FAST).
Based upon the components of the RCP, City staff has prepared applications for the following two
projects under the ACE program:
• Warner Avenue Extension from Red Hill Avenue to Tustin Ranch Road:
This project consists of constructing a new roadway facility /extension of Warner
Avenue from Red Hill Avenue to Tustin Ranch Road, including drainage
improvements, median landscaping, dry utilities installation, modification of the
traffic signal at Warner Avenue /Red Hill Avenue, and installation of traffic signals at
Warner Avenue /Armstrong Avenue and Tustin Ranch Road/Warner Avenue.
• Armstrong Avenue Extension from Warner Avenue to Barranca Parkway:
This project consists of constructing a new roadway facility /extension of Armstrong
Avenue from Warner Avenue to Barranca Parkway, including drainage
improvements, median landscaping, dry utilities installation, and modification of the
traffic signal at Armstrong Avenue / Barranca Parkway.
Resolution No. 12 -98 designates the project applications to be submitted by the City for the 2013
Call for Projects — Regional Capacity Program under the OCTA CTFP. The Renewed Measure M
funding eligibility requires City Council approval of applications for funding under this program.
The applications for these projects were submitted to the OCTA by its deadline of October 26,
2012. Adopting the resolution after that date is acceptable to OCTA staff and serves to complete
the initial admijr4lrative process for receipt of the applications.

RESOLUTION NO. 12 -98
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING THE SUBMITTAL OF VARIOUS IMPROVEMENT
PROJECT APPLICATIONS TO THE ORANGE COUNTY TRANSPORTATION
AUTHORITY FOR FUNDING UNDER THE RENEWED MEASURE M
COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM, 2013 CALL
FOR PROJECTS FOR THE REGIONAL CAPACITY PROGRAM
WHEREAS, the City of Tustin desires to implement the transportation improvements
listed in Exhibit A; and
WHEREAS, the City of Tustin has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive Measure M "Fair Share" funds; and
WHEREAS, the City's Circulation Element is consistent with the County of Orange
Master Plan of Arterial Highways; and
WHEREAS, the City of Tustin will provide matching funds for each project as required by
the Orange County Comprehensive Transportation Program Procedures Manual; and
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvement projects within the incorporated cities and the County; and
WHEREAS, the City of Tustin will not use Renewed Measure M funds to supplant
Developer Fees or other commitments; and
WHEREAS, the City of Tustin will use Arterial Highway Rehabilitation Funding as a
supplement to the existing pavement management program;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it
hereby requests the Orange County Transportation Authority allocate funds in the amounts
specified in the City's applications to said City from the Comprehensive Transportation Funding
Programs. Said funds shall be matched by funds from said City as required and shall be used
as supplemental funding to aid the City in the improvement of the streets included in Exhibit A.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin,
California, held on the 6`" day of November 2012.
