SUBJECT: ADOPT RESOLUTION NO. 12 -91 TO APPROVE THE SUBMITTAL OF
REGIONAL SIGNAL SYNCHRONIZATION PROGRAM PROJECT
APPLICATION TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY
SUMMARY
City Council adoption of Resolution No. 12 -91 will approve the submittal of an application prepared
by the County of Orange for the Newport Avenue Traffic Signal Synchronization Project to the
Orange County Transportation Authority (OCTA). Participation by all agencies maintaining traffic
signals within this corridor is needed for approval of a project application under the 2013 Call for
Projects for the Competitive Measure M2 Traffic Signal Synchronization Program (Project P).
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 12 -91 approving the submittal of an
application to the Orange County Transportation Authority for funding of the Newport Avenue
Traffic Signal Synchronization Project under the 2013 Call for Projects for the Renewed Measure
M Regional Traffic Signal Synchronization Program.
FISCAL IMPACT
The City is required to provide minimum match funding of twenty percent (20 %) for the project. If
this protect is selected, Tustin's estimated matching cost will total approximately $40,000. Funding
for Tustin's match will be requested through the Measure M2 Local Fair Share Program (Project Q)
in the City's Fiscal Year 2013 -2014 Capital Improvement Budget.
DISCUSSION /BACKGROUND
Renewed Measure M (Measure M2) is a 30 -year, multi - billion dollar program extension of the
original Measure M (approved in 1990) with a new slate of planned projects and programs.
Measure M2 is comprised of a number of components such as: Project O (Regional Capacity
Program), Project P (Regional Signal Synchronization Program), Project Q (Local Fair Share
Program), and the Transit Program (Projects S, T, V, and W).
On July 26, 2010 the OCTA adopted the countywide Traffic Signal Synchronization Master Plan.
From this Master Plan the Regional Traffic Signal Synchronization Program (Project P) was
developed. To maintain City eligibility for funding under Project P, the City Council adopted the
Local Signal Synchronization Plan (LSSP) for Tustin on December 7, 2010 in compliance with the
OCTA Master Plan.
Project P synchronization projects will be selected for the 2013 Call for Projects on a competitive
basis. Projects with the most regional significance will be ranked highest, with higher points
applied toward multi - jurisdictional corridors.

The County of Orange has taken the lead in submitting an application for the Newport Avenue
Traffic Signal Synchronization Project to the OCTA in collaboration with the Cities of Tustin and
Orange. If the project is selected, 80% of funding will be provided by the OCTA under the
Competitive Measure M2 Traffic Signal Synchronization Program. Local agencies along the
corridor are required to provide minimum match funding of twenty percent (20 %) for each project.
To maintain eligibility for Renewed Measure M funding, the City Council must approve applications
for this program. The application for this project was submitted to the OCTA by the County of
Orange prior to the October 26, 2012 OCTA deadline. Adoption of the City's resolution after that
date is acceptable to OCTA and serves to complete the initial administrative process for receipt of
the applications. Therefore, staff is requesting City Council adoption of Resolution No. 12 -91
which designates the County of Orange as the lead agency for submittal of this project to the
OCTA for the 2013 Call for Projects under the Regional Traffic Signal Synchronization Program,

RESOLUTION NO. 12 -91
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,
APPROVING THE SUBMITTAL OF AN APPLICATION FOR THE NEWPORT AVENUE
TRAFFIC SIGNAL SYNCHRONIZATION PROJECT TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMPETITIVE
MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM
(PROJECT P)
WHEREAS, the Measure M2 Regional Traffic Signal Synchronization Program (Project
P) targets over 2,000 signalized intersections across Orange County to maintain traffic
synchronization, improve traffic flow, and reduce congestion across jurisdictions; and
WHEREAS, the City of Tustin has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and
WHEREAS, the City of Tustin has currently adopted a Local Signal Synchronization Plan
consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of
local agencies' efforts to synchronize traffic signals across local agencies' boundaries; and
WHEREAS, the City of Tustin will provide matching funds for each project as required by
the Comprehensive Transportation Funding Programs Procedures Manual; and
WHEREAS, the City of Tustin will not use Measure M funds to supplant Developer Fees
or other commitments; and
WHEREAS, the City of Tustin desires to implement multi - jurisdictional signal
synchronization; and
WHEREAS, the City of Tustin supports the County of Orange as lead agency in the
submittal of the synchronization project listed below;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that it
hereby requests the Orange County Transportation Authority allocate funds under the 2013 Call
for Projects from the Regional Traffic Signal Synchronization Program (Project P) to
participating cities in the amounts specified in the application for the Newport Avenue Traffic
Signal Synchronization Project. Said funds shall be matched by funds from the City of Tustin,
as required, and shall be used as supplemental funding to aid the City in signal synchronization
along the project street.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin
held on the 6th day of November 2012.
